RCA requesting time off

in our office our PM is telling us RCAs we are not in a leave earning status so they are not required to approve any leave for us...and they are not. I have addressed this with our Union Stewart and she unfortunately is not much help even though I sent her a copy of Article 10 from the contract. Anyone else having issues with this? I know we are not regulars but we deserve a vacation with our family also.

I leave request submitted by an RCA is not asking for pay for time off they are just informing the Postmaster, OIC ect... that you will not be available during that time period. I always use a leave request for times that I'm not available. I even use them for Sundays so that I'm not scheduled for Amazon when other plans have been made. Even an RCA has a life outside of work and should be accommodated when a request has been made!

kjm -- "in our office our PM is telling us RCAs we are not in a leave earning status so they are not required to approve any leave for us…"

--  Please take a blank 3971 ( or you have filled out ), HIGH LIGHT the words on the top of the form:  "REQUEST FOR OR NOTIFICATION OF ABSENCE" and give it to the PM.

--  All you have to do is check "OTHER" in the Type of Absence, and voila, it is not a "leave slip"!  It is a request to be absent by some who does not earn leave.

--  Sure, we all, for the most part, incorrectly call the 3971 a "Leave Slip" -- that's on us.  It is the RCA's way to let manglement know of not being available ( if approved ) -- it's manglement's job to manage and schedule, so let manglement find a replacement.

--  If the Assistant District Representative ( ADR ) isn't any help, apparently like your steward, there is the District Representative ( DR ) to go to.

--  Have the RCA's keep their denied 3971's for future reference / proof, should the need arise.

--  BTW -- keep submitting 3971's.

@kjm

This is an old thread that should help where I had the very same question.

In the world of THE MATRIX. An RCA can request time off as long it is passed by the PRIMARY coverage and no other has time submitted for that day.

We haven’t had an issues in the past but now we have a new PM that transferred from another office....

the 1 week I am trying to take off absolutely no one is off -  not even a regular! That’s what is really irritating.

I sent another message to our union Stewart Monday asking her to help me fight this and she has yet to get back to me so I now at the point where I am going next in line.

You are not eligible for leave slip submission. So no paper trail for you.

What your new PM should be doing is contacting all REGS in all offices if they want time off in the window frame you are seeking. If all say NO you should be allowed the time requested. Should be the end result of REP contact with them. A few clicks on their computer should show you are not available in this time frame for future scheduling.

Your PM is trying to cover their .... if an issue arises while you are off.

Subs are supposed to submit a Leave slip if needing time off. Their need for leave is no less important than a Regular. It is still first come first serve and this is THE reason for a "Matrix".

Face, sorry man, but you could not possibly be more wrong on this subject. RCA's, just like regulars, should submit leave slips. If it's possible to give them the leave at that time, then management should just do it. No need to check with regulars or any of that mess.

We are short 3 RCA's in mix.

The way the Matrix is handled here is, if RCA wants time off check with Primary first. If Primary says no to RCA management checks with Primary. From there they check with all other Primary's in mix. If all say no leave is granted. In house REP says this is correct. Obviously from posts REP is incorrect.

I know an office where they have a good PM and he says I don't care when you take off just work it out with your sub and vise versa.

That is not correct but it works great if you and the sub have a <span style="text-decoration: underline">good working relationship</span> & agree to <strong>"you cover for me and I'll cover for you".</strong>
