RCA switching teriary with another RCA

I would like to switch my 3rd choice route with another RCA that agrees to switch with me.  The RCA's above us do not want to change anything on their routes.  We are next to each other on seniority.  Can we just ask to switch and have it be done?  (The formal process of asking the senior RCA's would have to happen first - I realize this).  Or does there have to be another round robin?  Where can I find information that the matrix will allow this?  My supervisor is not against this switch and the regular on the route is game as well.  Management just does not want to go against the matrix and I understand that.

From what I always heard in the past. To change a any matrix, you must petition the change with all RCAs to free up the entire matrix. This never happened during my RCA career. Someone else will hopefully give you more insight, this is how it happened in my city. The only way to not have a certain matrix was to switch to primary that route and switch to another route.

Secondary & Tertiary movement is totally at mgmt discretion. Nothing contractual can force mgmt to “fill holes” in the matrix or allow changes where 2nds & 3rds are concerned.
Primary is contractual when needed under certain rules.

Theres nothing wrong with a change if:

You all can agree to it. If that's the case, make your own matrix list, fill in the blanks, then at the bottom write out that everyone is in agreement that the above changes were voluntary and that no one was forced to make a change. That all involved request/agree to these changes. Then everyone print and sign. Make a copy for everyone and then ask your willing PM to make the change.
