RCA's and POV

We are an all LLV office. With Christmas no OT period coming up soon the debate whether rca's can be forced to use their pov's to deliver packages or not has come up. Any thoughts and documentation on this?

-- If the RCA's want the extra hours and EMA $, they might want to "volunteer" to use their POV's.

-- Thoughts: Back in better days, during the Christmas No-Overtime Period, RCA's came in at O-dark thirty, took out large parcels for numerous routes they knew ( by the end of the period, they know a lot more routes! ) and when they came back to the office, the regulars were ready to head out. RCA's used their POV's to carry additional parcels in the afternoon.

-- As far as documentation is concerned, might be able to point to Step 4 ( L-101 ): Non-Availability of a Postal Vehicle. In the event a postal-provided vehicle is not available [ because the regular is using it ], a rural carrier may be requested, BUT NOT REQUIRED, to provide a vehicle. If a carrier provides a vehicle for any portion of the route, normal daily EMA is payable. ( I know -- a bit of a stretch )

Not required, but if 1 RCA volunteers, it will get all the hours. Either be unified in forcing the P.O. to find an llv or van or use your pov.

Is there a link to the step re personal vehicles on extra work / express etc . What if its an LLV office ( city only ) with no rural carriers , and the RCA 's are assisting with priority / express parcels for extra $$ ....?

If there are no rural routes what is an RCA even doing on the workroom floor

I guess delivering priority and express so their management doesn't have to haha. Extra work for RCA to make ends meet. They also scheduled the ptf cause not having enough hours.

-- Seems RI's KNOWLEDGEBASE doesn't have such a reference. If you can not access the NRCLA web site, ask a union member in the office ( if any ) to print out Step 4 ( L-101 ), although it might not apply in this case.

-- As "Deer Smearer" posted -- why are RCA's helping and where are they coming from?

-- Are there any CCA's in that office? If not, why not?

-- The RCA's better be getting mileage from one office to the other and back too.

-- PTF probably should be getting any work before other RCA's.

-- Is the Assistant District Representative aware what is happening with RCA's helping in a city-route post office?

RCA"S are coming from across town/ ones who aren't working much during the week. Using their own vehicles ( yes on the mileage )

City union doesn't seem to be concerned their peeps aren't getting that work.

Unsure if our union rep knows or cares.

PTF should be getting the work , but was told they " May " be used, but I guess , im told ,its up to management when and if.

The RCA's like the hours , but im told years ago postal vehicles were used, They were told none always available. But always seems to be a truck , van ,cars and suv's sitting in the lot with the gov't plate not being used .

Chances are in in all LLV office management will ask City carriers with large enough POV to use theirs first over Rural coverage because their mileage is smaller.

If they are calling for RCA'S from across town who are not on office matrix. These RCA'S should be claiming mileage from their home office to the office needing coverage and back to their home office.

If these RCA'S volunteer for coverage no EMA is awarded for going to and returning to home office. So if they are called they should ask "Are you mandating me to cover a territory I'm not assigned too?"

City carriers may be letting the time build and then file a grievance to get more $$$$$$
