RE: step 4 and RCAs

I'm starting a new thread so the force to rent thread doesn't go off topic again by my post.  :)

This is the way I interpret the letter.  The PO denied the step 4.  The NRLCA did not agree.  According to our contract Article 15.4.D, the union now has the right to appeal to arbitration.  I believe it will be appealed, since the issue has already been settled in the past.  This is the PO trying to force the rural craft into what the clerk craft falls under.  (Traveling to other POs.)

It's bogus and the PO knows it.  They are trying every dirty trick in the book because they are going to lose their shirts in the engineered study; see Sunday Priority...which will not be added to our mail counts, just like Sunday Amazon.

I'm ready to go hourly.  We're already being micromanaged, so what the hay, right?

Any arbitrator will have his hands full trying to "hold" that "denial" at the 4th step of this grievance in the rural craft because, the other crafts work strictly on seniority and have no form of matrix at all. Those crafts generally work up to their "agreement" of 30 to 40 some hours or into overtime. Our RCA's either have to make enough by working at the USPS (if they get enough hours) or have a second job. To have that second job the matrix was "invented" to allow both RCA and second job to workout together. To allow this denial to "hold" the matrix concept that has been a "staple" to RCA's for years would have to be "gutted" and that arbitrator would then have to "redesign" our RCA work contract, which is not likely.

Just watch, they will be forcing junior regs in this holiday season, too, at a too be determined later rate of compensation.  </blockquote>
Mgmt CAN force "junior regs" in to work at anytime. It's called overtime and is listed in the Order of Consideration.

Rt2mailman I hope you're right but I suspect the USPS will whine about not being able to hire RCA's without addressing the real problem. That being they don't pay enough to make it worthwhile to invest in not one but 2 suitable vehicles to run a Rural route in the Amazon era. An arbitrator generally seeks to keep the business afloat while trying to cut the baby in half so to speak. They may give the USPS what they want but might allow pay of actual hours or even a slightly higher pay or just mandate travel pay as the bone they throw to the RCA's whenever required to work outside their APO/RMPO, which will reveal in time to only worsen the RCA shortage in my opinion
