Received the dreaded “Eligibility Suitability” email

Hi, so I’m an RCA, applied for the same position in a neighboring district, but got the eligibility suitability email this morning. How am I not eligible for the position if I’m already employed by USPS for the same position / same craft?
I’ve called HR, was told they don’t have access to that information, and was instructed to call local services, told the same thing: no access to that information. Was instructed to call the office that I applied to directly, which I did, and was told, you guessed it, that they don’t have access to that information. Someone made the call that I wasn’t eligible or suitable, so what’s up?
 
They do that sometimes. I've known extremely eligible even over-qualified turned down for no reason. There is no transparency in the hiring process at USPS , most likely because they engage in illegal hiring practices.

If it is another RCA position that is vacant in another office you may submit a letter to the installation head there requesting a transfer. If the vacancy still exists and they have exhausted the hiring list they have for it a transfer should be granted by the end of the following pay period. The office losing you may try to hold you for a period of 30 days if they are shorthanded.
