Riffling time??

How do you get this time???  Actual or pre-agreed??  If agreed, how much time per tray??  If timed, what's the average time you get??

Per Mail Count rules it is actual time listed under Col 17. 

"(1) Actual riffling time to assess the quality of DPS mail, if separator cards are not used."

And usually done with riffle time:

"(23) Time to locate and retrieve errors associ- ated with the Mail History Tracking Sys- tem (MHTS) process. This is normally Done during the riffling process."

AND

"(26) If DPS letter mail trays are received in a conveyance, randomly mixed between routes, additional compensation may be appropriate. In instances where this occurs on a daily or weekly basis, the route will receive credit in Column 17 during a mail count, for the actual time required to move other routes' trays in order to locate the DPS letter mail trays for the spe- cific route. Ref Step 4 E06R-4E-C09352269 Omaha, NE (87)"
 
My average is 15 seconds per tray, but depends on the fullness of the tray. You check the first part, middle, and end then pull the tag and place the tray in route order. This enables the carrier to know if he has all of his trays for the route and gives management time to go and find his other trays from carriers (that don't riffle) that maybe taking DPS to the street. Any carrier can get credit for riffling, but should then do it all year,(taking DPS to the street or casing) if not file a grievance. D.B. ask your managers to site the written instruction in the manager's count training that "cased" DPS gets no riffle time, because there is no such instruction.

See, that is my thinking as well...  if I'm gonna check EVERY piece while casing my DPS, then why isn't that like a SUPER riffle... and I actually often spend an hour or more doing this "deep" riffle... so why not give me the 15 second credit that the fellow taking it to the street is getting???  <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

So, to get the 15 seconds, I need to do the "shallow" riffle???  Okay, so be it, but it seems sort of silly, imo... save for the reasons Rt2 gave with the missing or misplaced trays argument...  <img title="Wink" alt="Wink" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-wink.gif" />
 
Went over this today, PM is gonna give us credit for it even though we all case our dps. Told us to just give a quick peek at each tray to see if it's our mail. Also tried to get RIFFING credit, which is when I stop working when a good song comes on and knock out a few riffs on my air guitar. PM wouldn't go for it, coulda swore I saw it mentioned in the count guide. ?
 
See now, to me THAT would, and should be worth some credit... knocking out a few tunes to add just the right relaxing mood to knock a little of the edge off of them robbing us with the NO mail routine...  <img title="Cool" alt="Cool" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-cool.gif" />
 
I am going to get time for combining trays of DPS.  i will get DPS in 5 or 6 trays and combine them into 2 or 3.

Knowing this shady organization, the DPS will be in perfect shape which it rarely is.

I take all of my DPS to the street to get out of the Blue prison ASAP.

--  Be sure to combine the DPS trays AFTER you riffle through EACH one.

--  Don't know if your "deep" riffle is the same as a "hard" riffle.

--  Hard Riffle = piece by peice

--  If required to use the "hard" riffle by manglement, best to have Step 4 ( R-166 ) at the case.

--  In part:  The parties agree that IF a rural carrier IS REQUIRED to perform a HARD riffle, appropriate compensation will be provided.  Rural carriers WILL be compensated for the ACTUAL TIME used performing a hard riffle either in the form of equivalent auxiliary assistance or by utilizing PS Form 8127 or 1314-A.

Thanks for the tip, I was going to do it the other way.  I guess, it will take more time that way.
 
My counter said 10sec a tray sound good? Nah, I'll take actual. 30sec a tray is what I did, glad I went actual.

How many letters in my DPS?

--  Think your route will average 2,400 DPS mail pieces per week?

--  In any case, check page 16 of the Mail Count Guide.
 
I was told today that per the "district", I will only get 10 secs/tray (riffle time), which of course is BS, due to the shoddy condition of the DPS.

I know you can dispute anything on a mail count, but, where does the dispute paperwork go to the "district ?  I have only had to do one mail count in 5 years as a reg, so I am not sure of the procedure.

So if it is the "district", the next step would be the union ? Or are you SOL ?

I also want to get time for combining trays which I was told I was not getting time for that.  More BS, I get 6-7 partial trays, and combine them into 2 trays.  If the ppl  at the processing plant were competent or were giving adequate time, the quality of what we get might improve.

Yeah, I know its the PO, not exactly a bastion of quality !

--  Probably talking about two different items.

--  Any disputed item(s) found / discussed during count should be hammered out that day.   If not there is a "dispute" form to be filled out.

--  If the dispute was not settled during count, add it to the reason(s) for not agreeing to the count numbers.

--  If you are not going sign off on the count numbers, use a letter or memo form.   List items you are not agreeing with and provide documentation why.

--  Manglement will gather the paperwork from the carriers and forward it to District.

--  You can send a copy of your reasons and documentation to your Assistant District Representative / District Representative / and if really ticked off, send a copy to the folks at NRCLA HQ.

--  Riffling time is actual time, unless district is using the riffling formula.

--  If you were getting 6-7 partial DPS trays during count, something was wrong at the plant.   Count time is when DPS becomes "pristine", "perfect", "ideal".  And your riffling time should have been for each of the 6-7 DPS trays, not after combining them into 2 trays.
