Route cuts

The formula's they're using for "squaring up" and adjusting are complete crap!
Yes, it is. Bogus. Having said THAT , I am wondering ( not really because I know the reason ) why AFTER the signing of the MOU that freezes pay for AT LEAST one year that all of a sudden these routes need "squaring up" . All of the years PREVIOUS to the MOU where upon these routes were ridden, inspected, counted, adjusted, etc. and everything was just fine. It's just NOW that these routes are not "square" ?

It's a shame that doesn't apply after a territory adjustment. A lot of our people had 48K routes adjusted to 43K and are now J and even H routes "after" the adjustment with no way to get that territory or pay back.

That is the thing . Adjustment formula in practice is not kosher RRECS adjustment formula ( as advertised prior to RRECS implementation) . It is nothing but glorified old fashioned adjustment process which is not real time dynamic and doesn’t incorporate quite a few real time factors. This all comes from PO not storing data address specific ( storing it route specific) . As long as they don’t alter it to address specific this yo yo thing will continue to happen for routes involved in adjustment and squaring up

Yes it is, sometimes it works towards the carrier's advantage, sometimes not. The Usps could have the ability to ascertain the proper %coverage of a particular area that they are moving from/to a route, but DONT. They just use the total route average.
If a route has a bunch of cheap apartments and gives those up to another route and receives lake house (rich high parcel volume) ones while management "squares up" routes, he may work extra hours for free until being unfrozen or the next mini count after that which could be up to 18 months. And opposite if giving high volume and receiving low volume.

Why is 43k the goal for every route? It would cost the PO more money and benefits.
The M-38 has this ;

.13 Generally, it is desirable to retain heavy duty routes at an evaluated time no lower than [52
standard] hours per week [as practical, i.e., the route should be adjusted to the 43K
option category.] However, in some cases this may be impractical. There is no prohibition
against reducing a route below [52] hours per week [when it is operationally advantageous].
However, documentation must be furnished as to why it is not practical to adjust the route to [52]
hours. (2000 Revision to M-38

Now, they DO NOT and ARE NOT REQUIRED to go to that 43K classification but because THEY CAN..........THEY DO. That is just the lowest they can go , generally speaking.
