RRECS question - misthrows/not our route in DPS

Quick question i'm pretty sure i already know the answer to and am trying to alleviate with ADR/DR (no response from either yet) but want to double check here too:

We were told in a meeting today we no longer count these items - this is false info, correct? New city postmaster here tries to get away with anything he can so i'm suspecting the obvious foul play.

tell him to re-check the training he was supposed to have completed.
