Rural designation code 79 vs 78

Ok I have a real head scratcher for you guys. A full time rural route becomes available due to retirement. The substitute for that route is also assigned to the auxiliary route and is designated a code 79. When this position gets posted for bids does the 79 have preference over a higher seniority 78 or does seniority trump auxiliary route status? For reference the agreement is very vague but here is the ref numbers to look at 30.2.G.8 & 12.3.C.2.e

--  No -- time in the office  counts.

--  However, if there is a PTF in the office, the PTF will get the route.
