Rural PTF transferring to another office

Hi everyone I wanted to see if anyone has an answer to this scenario that has been presented to me. So currently I am a rural ptf in one town, and have been for about 8 months. I know that I can’t bid on routes until I hit 18 months. My office’s routes have all fallen to J’s or H’s so I have limited hours in my home office as such I’ve been loaned out to offices in my area. In this one particular office they have one ptf who just put their 2 weeks in, and they want me to transfer there, is there a process for this? Will I have to become an RCA again, and how soon would I be able to bid on PTF in that office? There’s a regular there that is retiring in 4 months, so I’d basically be dropping ptf in an office with no hours for a really good chance at being a regular within 6 months. Just wanted to see if anyone else has been through something like this, thanks.

Was your PTF position your only employment in the rural craft or were you an rca immediately prior to that? Also is the ptf position you are interested in at an office with any other rural leave replacements?

Without knowing all the exact circumstances I suspect you CAN bid on district wide postings provided you had 4+ months prior time served. Starting fresh there as a RCA you will NOT be able to bid on routes within the 4 month time frame unless you did what was formerly a hardship transfer where you stayed an employee but became a RCA again which would start you over at the lowest seniority at the gaining office but not require a new probation period.

My fear would be someone could plan a similar move and the timing could cause you to not get the position you maneuvered there for. Remember you cannot count on other people’s resignation and retirement plans. Until they are final, they can change them up until the last moment…

Take time and make the wisest choice for yourself. If it was my decision I would see if there are any RCAs in that office and if not, cross fingers and hope the PTF position goes district wide quickly so you can bid on it. If you have some seniority in your area you should be able to get it easier than gambling your career position and seniority the other way. You may be able to glean some info from your union reps that will guide you. I wish you success

mmaheras -- " So currently I am a rural ptf in one town, and have been for about 8 months. I know that I can’t bid on routes until I hit 18 months."

-- Who told you about bidding or where did you learn it?

-- Used to be once you completed your probationary period, you could bid.

-- How long were you an RCA before becoming a PTF?

-- Confession time: not having dealt with PTFs before -- once a PTF, always a PTF or until going regular? Anyone??

-- Something from Step 4 ( P-115 ), in part: If a PTF assignment becomes vacant in an office, management will have the option of eliminating the position or posting the assignment.

- it wasn't clear ( to me anyways ) if the PTF position became vacant due to the PTF making regular or resigning or there were not enough K routes in the office. Anyone??

"My office’s routes have all fallen to J’s or H’s so I have limited hours in my home office as such I’ve been loaned out to offices in my area."

-- Ask your PM or check your Form 50 to see if you are actually a PTF!

-- With no K routes in your office, there is no need for a PTF.

" I’ve been loaned out to offices in my area. In this one particular office they have one PTF who just put their 2 weeks in, and they want me to transfer there, is there a process for this?"

- Regular carriers have the mutual transfer process.

- RCAs can submit a written transfer request to another office and if accepted, the transfer should be completed within 30 days.

- PTFs -- Anyone?

-- If the other office really wants you, request they provide the steps to do so.

-- As jaymacgthree noted, be wary of anything someone says about bidding or retiring!

-- Good luck.

How about you actually contact your District Representative and get the correct information?

As mentioned before, check with your DR. But under contractual provisions PTF's cannot transfer. Art 30.2.f? deals with RCA's transferring and Art12. 5 deals with regular carriers; no PTF transfer provisions in contract.
