Are we supposed to get credit for sector segment within the same zip code? Such as strip malls etc. Counter says no if it is the same zip code.

You mean like the mail for that mall is out of order in that section of dps but only for the mall.
If that's the case then the counter is correct, you don't get sector segment credit. However, you do get raw letter credit with no deduction from dps totals.

Yes I have several malls on my route that I have to walk and each mall has one address with about 40 or more suites in each one, so the DPS is not in order for them.
