I saw the APWU post that their COLA is going to be $1414, so I asked Google what is the NRLCA COLA going to be? It said $457.60 at top step and I asked why such a difference? They said they have a different baseline for their calculation as negotiated in the contract. What the he'll is this? Is Google correct that our raise is going to be a third of what the clerks get?

APWU, NALC and NRLCA all use the same formula.
Current CPI-W minus previous CPI-W. Then divide by .4. Round down. That's cents per hour. Multiply by 2080 ( round down) to get yearly total.
 
I see what went wrong. I learned about the 1967 vs 1982. The bot was using the (1982-84=100) instead of the (1967=100) and then dividing by the 0.4 required by the 1967 calculation, spitting out a pathetic cost of living adjustment.
