Solution to overburdened route pay?

Is there anyone with info or experience getting additional pay for overburdened rural routes that cannot be adjusted?

The scenario is an office with many 48K routes that actually on paper far exceed the Table of Evaluated Hours. Routes are NEVER given assistance. The district has abandoned plans to cut or adjust the routes due to office space, vehicle availability and other operational 'concerns'. If the estimated hours would be roughly 51K/52K/53K and they are only receiving 48K shouldn't there be a remedy?

It appears the impasse is just one more roadblock to carriers getting fair pay. If we are doing extra work we should get extra pay. Thoughts?
 
When a route's standard hours exceed 57:36, auxiliary assistance may be appropriate. This assistance shall only be provided for the standard hours outside of the Table of Evaluated Hours or the regular carrier's actual work hours over forty-eight (48), whichever is less. The carrier's actual work hours are measured against five day paid hours and not the route's six-day standard hours.


Example:

-Route 001 is evaluated at 62:32

-The Table of Evaluated Hours ends at 57:36

-The route is a 48K

-The regular carrier's work hours for the week (Monday through Thursday) are 42:35. -The carrier is projected to work an additional 10 hours or more on Friday which would exceed 48 hours.

-Evaluated route hours in excess of 57:36 equal 4:56 (62:32 minus 57:36)

-Actual carrier work hours in excess of 57:36 (48K) equal 3:35 (51:35 minus 48:00)

-Actual carrier work hours in excess (3:35) are less than the evaluated route hours (4:56) in excess.

Therefore, auxiliary assistance should be provided promptly for 3:35.
 
Yes. I grieved this and won. They went back to the original date of the overburdened status, looked at all my paystubs showing exactly what you are talking about above, anything over the 57.36. They add it all up and you get the backpay. I talked about all of this somewhere on this site as it was happening with me and my route if you can find it? It may go into more detail about my grievance and the time it takes, etc....

In my experience if you're working a 48K+ and carrying the route in less than 48 actual hours per week, union and management may be unwilling to provide assistance. However, for carriers working actual hours in excess of 48 hours per week, the union will demand that auxiliary assistance be provided.

As for the "we don't feel like adjusting the routes" that is complete nonsense. 47K and 48K routes are to be adjusted as soon as possible to 43K status. Also the vehicle part is bologna because we're rural and the newly created routes don't have to have a government vehicle. The "operational concerns" are that local management doesn't want to do their jobs and upper management doesn't want to create full time jobs.
