I've been a regular for little over a year and I haven't had the option to personally count my own route. How can I see if i qualify for the special count in September?

--  Carriers have not been able to personally count the mail for their own route in years.

--  But you probably meant you have not had your route go through a count yet.

--  Page 15 of the current contract lists the 2 circumstances for a Special Count.

--  MOU #1 of the current contract also mentions a national count being initiated where rural delivery has been impacted on a national level and gives the examples of a reduction in delivery days, a substantial change in mail volume ( apparently the flood of Amazon parcels has not been felt nation-wide ), and the ever popular "etc".

--  Other possible reasons:

getting DPS Letters and / or DPS Flats for the first time

the USPS gives the NRLCA at least a 30-day notice to conduct a national mail count during the last 12 working days of September -- also in the contract.

if you request a DPS review and it fails to meet the standards established by the previous count, the failure negates the validity of the latest count and evaluation.
