sub doesn't do clearance slips

So last mail count my sub did clearance slips and I got credit. I checked my sheet from saturday my "K" day and I had accountable mail I told the PM I need clearance slip credit for that day. She said my subs not doing clearance slips so I'm not getting credit for them the days I'm off during count. Is there anything I can do about this????? I'm losing 2 minutes everyday he works.

Like the $$$ is coming out of his/her pocket.  

Why would you take off during the count ??

Can you communicate with your sub about this ?  Perhaps someone on here has some other ideas.

I'm a "K" route so I'm losing atleast 2 days.  Also the same sub did clearance slips last count and did not have a precount conference with the PM so is he even allowed to do this after the count starts??

From what you said, I was under the impression that you had taken annual leave during the count.

I am not sure what you mean by your question about the precount conference etc....

According to their own rules, they ask if it is being done all year long. Since this is the regular’s Count then you should get the credit for the 3821 (clearance slip) for the five days you do work.

And since this is a count, would this not be the beginning of a new “year”?

  This exact same thing happened to the route I carry.  PM told me it is the carrier that is getting cleared NOT the route.  I said "OK, when the route misses a K route because He won't do something that has been done on this route for over 20 years, it will be Him that won't be getting the two extra days of work a month."  PM then had a "talk" with the RCA and miracle of miracles .....he decided to take the time to fill out a 3821.  Always drama, mercy just do the job.  Easiest 2 minutes a carrier can get!!!

And, I have actually had to use a 3821 to prove I turned in a Certified that was later lost.  It is worth the time to fill a 3821 to me.

What happens during count is for the following year, not for what previously happened. You can start 3821s during count without needing to prove you were doing them before. You also can do nothing about what a sub misses getting timed or counted on your K-day. 

I suggest going into the office on your Relief Day to observe morning AND evening to make sure all PM work is completed correctly.

--  without reading the other postings, sure there is something you can do.   

--  Fill out the PO, Date, and the sub's name on a 3821.  ( that's what I had to do )

--  Leave the partially filled out 3821 taped to the center of the case table or taped to one of the shelves at eye level.

--  You could also leave a note:  "Use the 3821 or else!" ( or maybe not! )

--  If not observing, call in and talk to the sub, encourage the use of the 3821 as it is 2-minutes a day ( if there is some accountable item )!

--  Could also mention that a few missing 3821's might result in the route's new evaluation causing you to take the HIGH OPTION, thus depriving the sub of a work day in the future.  The loss of $ might register the importance of using 3821's.

On page 100, The PO603 (rural carrier DUTIES AND RESPONSIBILITIES)  says "<strong>COMPLETE</strong> form 3821 showing number of items delivered....etc".    It does not say,   "IF YOU FEEL LIKE IT, complete form 3821", or "IF ITS CONVENIENT....."  

Tell the PM to order the guy to do his job.
