if your lazy management didn't follow through with properly recording his resignation letter and removing him from the rolls, then there you go.
perhaps the RCAs could involve your stew.
you would think so.
but.
we had a sub out for a month and half before finally turning his resignation. our stew then immediately badgered management to get him off the rolls so the job could be posted. i have no idea what lies local management spun to the uppers before the dude finally quit.
Your mgt was/is to busy being incompetent !

If they didn’t sign the resignation form and it gets disputed manglement will lose when trying to remove them without going through the disciplinary process.

I've seen this before where they did the "resign or get fired" BS and the person resigned, but fought it and they were forced to bring them back. The person retained everything and got back pay.
First it needs to be determined that the other sub isn't back because of a dispute. Seems odd someone would quit, but come back, so that alone sounds like something else is happening. We are an "at will" organization. We're not forced to fulfill a contract like the military or something.
If not and I was the new RCA I would file a grievance. Especially if there has been new assignments made since the last time the other RCA left.
Either way the union steward could find out what's going on if they contact the DR.

When you say "supposedly quit", is that management's version of events or is it hearsay? So often people refuse to actually examine the facts at USPS.

-- Sounds like a case for Paul Harvey and the "rest of the story"!
-- Politely ask your office steward, or if none, your Assistant District Representative to request the past two months of work schedules for your office. Don't be surprised or shocked if manglement says "NO!!"
- If manglement does hand them over, have the union rep comb the schedules for the "missing" RCA.
- if the missing RCA is not on any schedule, then have the union rep ask manglement where the missing RCA has been.
- if the missing RCA had been scheduled, but was a no show, have manglement explain why no AWOL was noted in the RCA's record.
-- Worse case scenario, the missing RCA has had some ailment that HIPPA laws prevent manglement from talking about or taking action on.
-- It could also fall under: The missing RCA knows where the bodies are and who in manglement put them there!

Along the lines of what @btdtret stated, you could ALSO have your union rep. just ask to see the last two months of the 4240s for the route this RCA was assigned as the substitute of record and see if his / her name as well as EIN are present on those 4240s which are supposed to be kept in the office.

I’ve seen this happen multiple times. In fact it happened to me years ago.
One of the 2 subs is not designated to the route you’re talking about despite being trained on it and thinking it’s theirs.
Have them check their form 50.
I’m not sure much can be done and it sucks for the new hires seniority because of lazy management like oi veh said.
You might think so but, I have been in my office for 4.5 years, we have a carrier that in that time I do not recall ever working a full week and disappears for weeks and weeks at a time. By my math she has missed more days this year ( and prior years ) then she could possibly have in FMLA, vacation and sick leave combined and yet somehow she still has a job and we are only into 7 months of the year. Since we are chronically short of relief carriers in this office being habitually short one route is a huge burden on the rest of us when we want and need to take vacation and or sick days. To your point Management does not seem to notice this ( or more likely act on it ) and for the life of me I can not see why.
The actual office list of assignments is more accurate. A form 50 or 4240 can be outdated.
