Switching Primary route

Started in December last year and was assigned a route. I requested a different route but the supervisor gave some BS about giving the route to another new RCA even though no one was assigned to it yet. Fast forward to today and that sub is transferring to a different office. I'd like to switch my primary to the route she's leaving. My supervisor is telling me it's nearly impossible to transfer primaries and that it's too much paperwork. I know for a fact she just changed another sub's primary so he could take a hold down from a new rca.

I just need to know my rights. Any help would be appreciated.

30.2.E.1.

When a vacancy occurs in the leave replacement ranks, management may add it to a part-time flexible rural carrier’s assignment or it shall be offered, at the time of the initial vacancy, to qualified substitutes, rural carrier associates, and rural carrier relief employees in that office in the order of the longest period of continuous service in the office, without regard to classification. If the vacancy continues to exist and the route has been substantially changed (i.e., classification, relief day, or assignment of vehicle) or the regular carrier assigned to the route has been on an extended absence for more than 30 calendar days, the assignment(s) shall be offered again to qualified substitutes, rural carrier associates, and rural carrier relief employees in the office in the order of the longest period of continuous service in the office, without regard to classification.

"I know for a fact she just changed another sub’s primary so he could take a hold down from a new rca."

Was the "hold down" route for the new RCA the new RCA'S primary route before they were bumped off the route?

dawg: she really stole that route from new rca? <img title="Cry" alt="Cry" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-cry.gif" /><img title="Cry" alt="Cry" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-cry.gif" />

USPSjdawg,  look up matrix questions on this site, it should answer all your questions. If the rca has surpassed their probation period (1 year, or 90 worked days) or has been considered "proficient" at their job, they can choose another primary. The primary they choose must have been changed or rca movement occurred. The "choosing" rca then has 30 days to make that choice. Unless you are not proficient or surpassed your 90 days probation, which I have seen both "overlooked" your move should be allowed, unless an Rca with more seniority also chooses that route with in those 30 days.
