The Matrix

Postmaster went around a few days ago and said he was letting people make changes to the matrix. However, he is refusing to allow anyone to change their primary route, and several people want to.

Our steward said he cannot do that and someone needs to file a grievance.

Anyone else had this issue?

Ibpd16 -- "Postmaster went around a few days ago and said he was letting people make changes to the matrix. However, he is refusing to allow anyone to change their primary route, and several people want to. "

-- At least give the PM credit for knowing about the Matrix!

-- Search for "matrix" in RI's KNOWLEDGEBASE Section for ( lots ) more info.

-- Changes are usually made when slots / positions become vacant due to RCA's becoming regular or RCA's transfer out or in rare cases, retire.

-- From the "Matrix Quick Reference Checklist:"

- #11. When a primary VACANCY occurs, it is offered by seniority to qualified leave replacements.

-- If there isn't a primary vacancy, I would say those wanting to change their primary route are out of luck.

Primary routes can only be changed at the time that an RCA vacates the position (quit, fired, or becomes Regular) OR if a Regular Carrier is or expects to be off their route for 30 days or more AND the route does not have an assigned Primary RCA. If nobody wants to change at the time of vacancy, the route goes to the Registry for a newly hired RCA to be assigned to.

It sounds like your PM is trying to fill “holes“ in the Secondary & Tertiary positions. That is their choice & they can do that when they feel it is necessary.

Well if multiple people are wanted to change their primary, it sounds like there are multiple vacancies.

I think most offices have plenty of vacancies, however they seem to leave people that have quit/transferred on the 4240's for months. I speculate the PMs do this to make the office look fully staffed? Or maybe to limit their responsibility to hire more people... I dunno.

From what I understand if you want to change your primary, you can as long as everyone senior to you has been given the opportunity to. Also from what I understand, when a RCA has been on a hold-down for 90 days, their primary route becomes vacant.

But neither one happens at my office. And we have no matrix posted either.

If your steward knows what he's talking about, which they may or may not depending on why the matrix is being opened for changes, then THE STEWARD should be filing a class action grievance.
