First off can a level 7 clerk put in time for a rural carrier.
Secondly if a rural carrier is late but still shows and clock in how is it that they can be charged AWOL late if they clocked in. Since we can’t use leave in increments.

-- PO-603, Section 12 -- Basic Carrier Responsibilities:

a. Reporting for work promptly, as scheduled. ( clock/scan in and noting the arrival time on the 4240 )

-- Time to get acquainted with Handbook F-21 ( Time and Attendance )

-- Section 142.33 Absent Without Leave

- An employee who does not call in is considered absent without leave or permission ( AWOL ) UNTIL THE FACTS in the case are received. The PENDING AWOL charge should not be entered on the time card at this time ( shows how out of date the PO-603 is ). The time card entry should be made AFTER the facts have been received as described in Chapter 3.

-- Section 393.31 All employees who are absent without NOTIFICATION or PERMISSION are considered AWOL pending the receipt of the facts in each case. AWOL is an ADMINISTRATIVE matter which is to be handled by the HEAD OF THE INSTALLATION for purposes of making a final time recording disposition. In all cases of AWOL which come to the attention of the timekeeper, he should notify the appropriate supervisor. The matter then becomes the RESPONSIBILITY of the SUPERVISOR to resolve.

-- Moving on:

- Not sure the significance of a Level 7 clerk.

- IMHO, the matter should have been addressed by the supervisor / PM by having you work the additional time you were late.

- In the past, tardiness was handled by the PM having a Form 3971 filled out for the carrier to sign -- mainly to cover the USPS' assets. As in Section 393.32 of the F-21.

- Also check out Section 393.5.
