Time to file my first grievance? RCA 5/1

20ANK17

I, RCA#1 ran my aux route today but was scheduled to work my primary all week.  <br />Today RCA #2 called in sick so they could not cover the aux route while I ran my primary.<br />RCA#3  was hired 2 weeks ago and trained with the regular <strong>on my primary before training on Aux</strong>.<br />We have 2 K routes with RCA's assigned and 1 Aux route.  <br />My postmaster said, "BLAHBLAHBLAH, I know you are the sub of record but #3 hasn't trained on the aux. route AND I have the RIGHT to MANAGE this office!!!"<br />What do I do?  Can I file myself or will I need help?<br />ANY help MUCH appreciated!!!

If the "new" rca was hired to be primary on the Aux., then yes you have a valid grievance due to your pm not following the "matrix".If that is the case why is he learning the other route? The matrix is supposed to be established in every rural office and each carrier (after they have become proficient on their primary route) are to chose 2 other routes to work as secondary or one secondary and one tertiary.
If you have chosen to work the aux. as a 5&1 and not a 6&0, which is what you have had to have chosen to be working the Aux. and another primary route, then the new Rca should have worked the aux. You can grieve for the difference in $ you received verses the amount you would have received if you worked your primary.
Find form 8191 in the knowledge base and fill out the top section to 3.C. If your pm rejects your request for pay in a (1st step) discussion you have with him, then hand him the 8191 and have him initial in the 3.B spot signifying he agrees that was the date you filed. The complaint should be asked in the form of a question. Something like, "Did management fail to follow the contract when I wasn't worked on my primary route on (date)?". Keep the original and give your pm a copy. Call your steward or ADR/Dr, which you can find off of the NRLCA website, by putting in your zip code. Good luck.

20ANK17 -- "My postmaster said, BLAHBLAHBLAH, I know you are the sub of record but #3 hasn't trained on the aux. route AND I have the RIGHT to MANAGE this office!!!"

-- Depends upon which Section of Article he is talking about.

-- IF 3.f. -- To take whatever actions may be necessary to carry out its mission in EMERGENCY SITUATIONS; i.e., an UNFORESEEN CIRCUMSTANCE or a COMBINATION OF CIRCUMSTANCES which calls for immediate action in a situation which is not expected to be of a RECURRING NATURE.

-- Have your Assistant District Representative ask the PM about the "emergency situation" or "unforeseen circumstance(s)" upon which he took said action.

-- New RCA's get thrown onto new routes all the time, so what better way to learn the AUX?

-- As my previous ADR liked to say: Manglement has the right to mismanage - and seems to take every opportunity to do so."

-- IF the combined evaluated hours of the AUX and the regular route do not exceed 12 hours, manglement could have had you run both. ( but not for an entire week )

-- Since manglement likes to think they are up to speed on everything happening in the post office, they should have anticipated RCA#2 becoming ill -- and planned accordingly.

Thank you for the info.  PM denied, says we are a formula office and I am supposed to be working aux only.  I was never told this until now, I have never signed anything/elected to just run aux route.  I signed a designation form 79 in <span style="text-decoration: underline">2015</span>, chose option A. aux5/reg1.I have been doing 5/1 since 2015.  It's 3 route office and I was the only RCA trained on all.At first it was a mutual agreement for one of the regulars to change to non-saturday relief day.  I don't know when we went formula.Matrix... I've been reading ALOT about what it means to be a formula office now and have never heard postmaster speak of a matrix  ?  I have many new questions if we truly are a formula office. #1 Should I have been notified and signed another option form saying I elect to  B. serve aux route 6 days a week and relinquish to be leave replacement for any other regular route?
