Two Rates of Pay

Bleostic -- "So in other words, the union doesn't and can't do much at all for RCA's but the government can?"

-- On the local level, in a round about way, yes.

-- Local manglement tends to sit up, take notice, and ( quickly ) make a decision on some action when a letter arrives from a Washington, DC Congressperson or worse, a Senator. Same for a state level representative or senator. Even more so when elected officials show up in person and start asking questions.

No, I'm not saying the union is useless for rca's. The membership dues pay for representation of carriers in disciplinary hearings, pay issues, contractual rights and so forth. That representation takes funds. The largest % of discipline is against rca's...by far. In the past, the union was looking at the membership as two entities. Regular carriers and substitute carriers. They would look at the majority of assigned days with regular carriers having 5-6 days a week and substitute carriers having entitlement to one day. The regular dues are the backbone of the union. They would negotiate for all but the focus was on regular carrier benefits.

Things have changed, rca's have a much higher union participation rate than ever before. More regular carriers are demanding better perks for rca's. The rca position is getting tougher to fill and the USPS, Union and regular carriers acknowledge this, Finally. The two tier wage system was given to us by an arbitrator. Pretty much all of private industry has gone to a two tier system since the last economic downtown. Unfortunately, we are required to compare our wages with private sector wages at arbitration. That does not mean an arbitrator cannot make similar concessions of other USPS collective bargaining contracts for USPS. There is never a truly neutral third party in any arbitration for USPS. There is the USPS business side, the NRLCA perspective and the supposed neutral party whose view is what's good for the American people? We've had a few arbitrator's over the years take what might be called overreaching liberties to make changes to our systems on behalf of the people. Like the two tier system for regulars and rca's. The attitudes are changing, the union is fighting for both groups harder than ever. The INFORMATION network is changing as well. We are slowly ( sometimes painfully so) getting into the electronic age as a union. Things are improving. Maybe not in leaps and bounds, but they are getting information to the membership more than once a year at national as before.

All this being said, I believe it's more important than ever to belong to the union as an rca to receive access to the website steward documents and the literature sent out by national/state to inform you of your rights and responsibilities to assist you in staying employed. Some states do a better job than others of educating their membership. I told every rca I spoke with at last ratification they should consider voting no due to the specifics of that contract. Not a single one voted. In my state, the rca dues are about $7 a pp. We want to educate you so you can stay employed. With the steward system now administered by national, there is no need for any state to have a full-time employee. At most maybe 20 paid union lwop days a year at the state level. The workload simply doesn't justify anything more.
To sum up, I believe the pros of union membership outweigh the cons. With the right people, in the right positions, with the right attitude tremendous things can happen. If you are not satisfied with the support in your neck of the woods ask how can it be improved? Do I need to pay 3 full time state employees to sit home? Change things. Just as carriers and managers can get stale, so can union representation. Change can be positive for all. But, you must participate to be able to elect change.

Your hiring date is your reference for pay

And rca's did receive colas in the last contract.

Table three RCAs received cola.... NOT table four... table fours do not get cola increases

The current table four wage is at $17.78 per hour... with no cola, just general wage increases.... which will wait till next contract at this point, but I can’t see it being more than a typical 1-1.5%.

The rca wage in 2006 was 17.72 per hour, had both general wage increase and cola.... new RCAs are currently 13 years behind table three RCAs in this standpoint. Really more than that because of losing cola.

Justhuman,

If you look at rca wage history, most general wage increases were 1-1.5% each year, table three RCAs get cola increases as well... if your table four, you do not get cola, but once we get a new contract, we will probably see similar general increases as we have in the past, however, the next increase will probably be retroactive to when our contract expired, so you might see a slightly bigger jump than the typical 20-30 cents increase.

Maybe we’ll luck out and our new contract will give us the same wages as table three, but don’t hold your breath.

I am still getting caught up on my reading but i noticed one huge statement that i need to address. I was not aware of the 2 tier system decision being made by an arbitrator. That is not on the unions hands, i hastily placed blame and was wrong in doing so. I have negotiated contracts on behalf of state/federal employees and i completely understand the hardships involved. Arbitration is decisive and binding, good or bad. Also shows the union’s efforts. Sometimes a point of empass is reached and all to do is present the best case possible and hope for the best. Thats definitely my bad. I still say the 1991 date to be tier 2 is laughable at best.

Last cola was 2 1/8%. Nearly all fed colas are 2-3.5%. 3 and above being hard to find for the non-mgmt employee. Typical is 2.5%.

Yea .... last general increase was 1.3% for November 2017 and then a $520 cola issued March 2018..... at least from the pay tables and the contract.

Table four RCAs got the 1.3% but not the cola... tables 1,2,3 got both.

From our step one base rates:
520/40734= 1.27%
520/46505= 1.12%

These percentages get smaller as you work up the steps... 520/58975= 0.88%

Again.... can’t drive it home enough that this does not apply to RCAs hired after aug 11, 2012 they do not get cola.
