Using Leave Hours to Make Up for Lost Pay on Holidays

I'm reading hard between the lines on the proposed change in the contract that allows RCAs to "use accumulated leave to fill in hours in a week in which they were not scheduled to work 40 hours" (page 10 in the booklet that was mailed). I'm a 6 day aux and the NO PAY FOR YOU! on holidays policy hurts pretty bad (my pocketbook and my feelings! 😥). When you're at this dutifully for 7 years--I know some RCAs much longer-- it's a real smh moment to be considered unworthy of pay for holidays. If I'm "lucky," the reg I sub for takes off the day after the holiday. Unfortunately, I don't even make enough to cover the missed day AND I'm doing triple/quadruple the work that extends well beyond evaluation. But my question is whether you can apply the leave in a way to make up for the lost pay on holidays. Time is nice, but it's more of a luxury. Money is what is needed.

That’s not going to be allowed, I believe. I also don’t think that more than 8 hours per day of a day off will be allowed, either

I have seen it done many times during the Christmas OT period , also know as NOVERTIME, when a carrier gets told NOT to come in Friday, for example, because they have reached their evaluated hours and then that carrier would fill out a leave slip for said Friday.

As I am reading this same section...... I'm wondering if my interpretation is different from others?

Designation 74 (assigned to vacant or during extended absence of regular) will now only earn 1 hour for every 20 hours of work in a pay period for both annual and sick leave up to four hours maximum per pay period based on actual hours worked. Would sick leave still be credited as 4 hours regardless? Also, these carriers would use sick leave in units of one day and annual in hourly increments.

As of now 4 hours for Annual and Sick leave are credited per pay period.

Article 10.5.A was changed from Substitutes and Rural Carrier Associates to just Substitutes shall earn leave benefits....... Maybe this changed because Substitutes are career and RCA's are non-career?

I would NEVER fill out a Leave Slip if mgmt were forcing me to take a day off. That would be saying that I want to be off & I wouldn’t want that on a Friday. If I’m submitting a Leave slip, it’s for a day of MY choosing.

Des 74 aren’t changing how they accrue leave. It’ll still be 4 per PP.
