When route is being delivered by non-carrier (long term)

Just took over a route that has been vacant for the last 8 months or so. Not only vacant but was being delivered by the postmaster most days. The postmaster was not logging into the scanner as a rural carrier and not sure if they were doing all the required rrecs scans. How will this effect the upcoming evaluation? By the time the MMS ends, I will have been doing the route for 4 weeks. The route will have been run by a rural carrier approx 4 months out of the last year.
 
It's predetermined every route loses an hour or two every MMS (just kidding but may not be far from the truth). The postmaster has screwed that route just the same as somebody out on an injury. 8 months of nobody caring or just getting it delivered as fast as they can.... this route could lose 3-4 hours. the Post Office says nobody logging on should give the route an average for the day. Nothing you can do at this point. PLEASE COME BACK AND LET US ALL KNOW WHAT THE ROUTE COMES BACK AS AND WHAT IT USED TO BE ALSO. This is the kind of problems the Union should track and study
 
What are your average load and end of shift times? Every 10 minutes of each one separately is 1 hr lost. Say 20 for both separately thats ballpark 4 hrs lost eval. That does not include all the other supposedly optional scans which also add time. If I were you I would assume 5 hrs minimum lost. Plan for a climb of a year to get an accurate eval. Next September you will see an accurate eval fyi.
