Who is responsible?

Rca 1 has signed off  to receive Certified letter.  Rca 1 breaks down and RCA 2 comes to help.  Rca 1 gets vehicle fixed and runs 1/4 of route and Rca 2 does 3/4.  Rca 2 leaves notice for Cert and finishes route and  returns to PO , passes all the stuff brought back from Rca 1's route including Certified.  Rca 1  puts all things away. 2 days later Certified cannot be found.  Who is responsible for loss of Cert? Rca 1 or Rca 2?

George -- " The clerk that was doing the clearing is responsible [ for the missing cert ]."

-- That is true -- provided both RCA used a 3821 clearance slips -- and the clerk signed and returned the slips to the RCA's.

Rca 2 does not know if Rca 1 got a clearance form from Clerk, I assume not since Postmaster is trying to figure out who messed up-
