Regular yes, RCA no.

Yes. But a carrier can also go home after 12 hours because it becomes a danger to yourself, others and the USPS. I did it and won the grievance from the discipline that followed. I got to go home after 12 hours, and got a full day's pay as well. I am a Regular carrier. You have to fill out a 1767 form before going home with the correct wording. I did it so regardless of what tell you, it can be done.
