Conversion to a Rural Carrier Associate (RCA) serving a vacant regular route is after 90 days! see attachedHow long do you have to be on a route for it to be considered a hold down?
We have a RCA that’s been on a route for about 2 weeks now and may end up being on it for a few months but he’s claiming he can’t work sundays now because he’s on a hold down. Is this true?
Is it the RCAs primary route? If so, on the 91st calendar day, the RCA needs to have management put them in leave earning status. If it’s not the primary route for the RCA and the carrier will be gone for 30 days or more, management needs to offer the route by seniority to all the RCAs in the office so they can bid on it. Until an RCA is awarded the route, the RCAs running it should be rotated. How long do you have to be on a route for it to be considered a hold down?
The Sunday/Holiday Work List should have been posted in May and RCAs should have indicated a yes or no for wanting to work on Sundays. After the signup period is over, management compiles a yes list, a no list, and a Des 74 list (RCAs that are on a hold down route). They schedule ARCs first, then yes people, then if they still need RCAs for Amazon, they rotate the no list. If they still need more RCAs, they schedule the Des 74. They should be the last ones used.We have a RCA that’s been on a route for about 2 weeks now and may end up being on it for a few months but he’s claiming he can’t work sundays now because he’s on a hold down. Thanks. No, the RCAs are not “rotated” when a Regular is out on extended leave without a Primary Sub. The route is worked by subs per Article 30.2.D rules. (Secondary or PTF; Tertiary or PTF; then Seniority). There is NEVER a “rotation for working any route.
This is until the 30 days or if known they’ll be gone longer, until the Primary position is bid.
What about RCAs on aux routes?YES & NO! An RCA serving a vacant route should be the last option from the roster when determining who is required to work on Amazon days.
See 2nd to last paragragh!

Aux route Subs should be in rotation for Sundays with PTFs & RCAs. Mgmt uses the 7-day rule here to keep from scheduling them. We only have one in office & he’s on the “NO-list” so he doesn’t care that he’s being passed over. What about RCAs on aux routes?

Interesting. I asked my DR what to do in this instance because the route does not have a primary, secondary, or tertiary (we don’t have PTFs) and he said it should be scheduled on a rotation. No, the RCAs are not “rotated” when a Regular is out on extended leave without a Primary Sub. I found clarification in the enclosures I didn't realize were there. Thanks.Same I believe read the above memo to find your answer!
Des 74 RCAs are not in the rotation, the enclosures to the main document state it clear enough. They are used only after all others are scheduled and help is still needed.Aux route Subs should be in rotation for Sundays with PTFs & RCAs. It doesn’t matter who is covering it. After ninety days the assigned relief changes to 74. If no one is assigned as the primary, no one is becoming des 74. If management works or schedules the assigned leave replacement elsewhere, they will still earn the des 74. If the assigned relief takes approved leave or exercises a routine relief day (even if different from the assigned day of the route), they still earn des 74.
