Hold down

We have a RCA that’s been on a route for about 2 weeks now and may end up being on it for a few months but he’s claiming he can’t work sundays now because he’s on a hold down. Is this true?

YES & NO! An RCA serving a vacant route should be the last option from the roster when determining who is required to work on Amazon days.

See 2nd to last paragragh!

How long do you have to be on a route for it to be considered a hold down?
Is it the RCAs primary route? If so, on the 91st calendar day, the RCA needs to have management put them in leave earning status. If it’s not the primary route for the RCA and the carrier will be gone for 30 days or more, management needs to offer the route by seniority to all the RCAs in the office so they can bid on it. Until an RCA is awarded the route, the RCAs running it should be rotated.

The Sunday/Holiday Work List should have been posted in May and RCAs should have indicated a yes or no for wanting to work on Sundays. After the signup period is over, management compiles a yes list, a no list, and a Des 74 list (RCAs that are on a hold down route). They schedule ARCs first, then yes people, then if they still need RCAs for Amazon, they rotate the no list. If they still need more RCAs, they schedule the Des 74. They should be the last ones used.

No, the RCAs are not “rotated” when a Regular is out on extended leave without a Primary Sub. The route is worked by subs per Article 30.2.D rules. (Secondary or PTF; Tertiary or PTF; then Seniority). There is NEVER a “rotation for working any route.
This is until the 30 days or if known they’ll be gone longer, until the Primary position is bid.

Thanks.

I was going to respond.

Less objectively, and more "adjectively"

Kept it to myself.

What about RCAs on aux routes?
Aux route Subs should be in rotation for Sundays with PTFs & RCAs. Mgmt uses the 7-day rule here to keep from scheduling them. We only have one in office & he’s on the “NO-list” so he doesn’t care that he’s being passed over.

Interesting. I asked my DR what to do in this instance because the route does not have a primary, secondary, or tertiary (we don’t have PTFs) and he said it should be scheduled on a rotation.

Des 74 RCAs are not in the rotation, the enclosures to the main document state it clear enough. They are used only after all others are scheduled and help is still needed.

Just an FYI! To be awarded the 74 designation you must be covering the vacant route for 90 days so to be able to be awarded you must be the primary RCA. If nobody is assigned the route selection can be made by seniority and one can be assigned. Rotation of filling the vacant route will serve one purpose only, that is saving your Postmasters some payroll expense (for annual leave earned by RCA) and him/her having to do a little work.
It sounds like your DR is not the sharpest tool in the shed, do yourself a favor, research answers before you respond to issues, do not believe everything you hear without verifying, even here, even me!

PEASE OUT!

I didn’t state Des. 74s. Aux route subs are Des. 79. A sub “holding down” a route for Carrier would be a Des. 74.
Des. 74s are actually allowed a Yes or No choice but are used only if all available 78s, 79s, & PTFs are scheduled.

It doesn’t matter who is covering it. After ninety days the assigned relief changes to 74. If no one is assigned as the primary, no one is becoming des 74. If management works or schedules the assigned leave replacement elsewhere, they will still earn the des 74. If the assigned relief takes approved leave or exercises a routine relief day (even if different from the assigned day of the route), they still earn des 74.

Thanks!

You must have had prior experience dealing with a situation like this because I couldn't find it written that way anywhere when I went through this years ago. I was able to work it out with the PM in my case to post date back about 1 month. I was covering 5 routes in the office at the time and PM would bring in outside help to cover vacant route during that 1st month! His thinking, until I demanded change was that it was easier to train outside help on one route then it was to cover that route with me and train outside help on 5 different routes. Without proof showing anything different, in my instance it appeared it would go on forever without having an RCA assigned at the primary on that route! My being the senior RCA for the office, I requested to switch my primary assignment to that route which started the ball rolling towards the 90 days.

SNORT !!! RCA K-route hold down here - coming up on one year in a week. Seems EVERY Sunday or Holiday is a 'last resort' amazon call up ! Near impossible to find a route sub as well. For mid-week no less !

We have a woman on the aux that won't do any extra or amazon as she doesn't want to go over 40 hours. I always had to do it all so am kinda confused why/how she gets to dictate to the PM. They are close friends though as they went to school together.
