New MOU about route cuts.

Better yet, how about adding this to the mou? “Since we agree that both parties were grossly negligent, carriers that have had their pay capped at 48k since the inception of rrecs, will receive makeup pay for the difference of their evaluation and their capped 48k. Make a mou pay table that goes up as high as any route ever was.
Because that that might work and be fair. As we all know, the fair only comes to town once a year.
 
It has been stated that the “new retro” evaluations will take effect November 30 and we will owe money back to October 19 2024.
This would mean 52 weeks would put us at October 19, 2025, which means the “first week of October 2025” mail count will not count either. We will have to wait until the April 2026 mail count to have our routes go up or down, (unless a route is able to achieve an interim adjustment.)
Not only this, but the USPS wants to give us redacted 4241m’s for the April 2025, and Oct 2025 mail counts, since they’re both within the 52 week “lock out” period. So we won’t know anything. AND OUR UNION AGREED TO THIS.
And if anyone tells me our union is currently fighting this, they’re dead wrong, they should have included it in the MOU if they didn’t want blacked out 4241m’s during the lock out.
 
Rural union is a complete joke. First, they sit back as countless carriers work untold hours of free labor for years and do absolutely nothing. Then they allow RRECS to go live without any transparency or an idea how to adjust overburdened routes. Now routes have been adjusted and management realized that adjustments were very flawed and union just lays down and lets the postal bus roll over rural carriers nationwide, yet again. How anyone continues to pay dues to this corrupt organization is beyond me but don’t worry they are hard at work planning their next vaca…I mean convention.
Many of the reasons why I retired early. I haven’t been on this site for 6 months, just came back to see how things are going and nothing has changed 🙄. Makes my decision one of the best I’ve ever had 😎. I hope you can all survive this!
 
im officially confused.

when rrecs was implemented, i was on a 43k. It went down to a 44h after the first six months. Then it got back to a 42j. I then transferred to another 42j. That one was a 43k before rrecs. ive gotten that route to a 41k, but it dropped to a 40k after last count. So i dont know how to decipher all this.

Yes a locked route will miss 2 mms . It will get unlocked with 3rd mms .So locked state will remain effective for 52 weeks+ . Anything between 14 months to 17 months in my estimation depending on what time in between two mms cut took place . These newly locked routes will be unlocked with Feb/march 2026 mms .
EDIT and CORRECTION: I believe everyone was cut before Aug/sept mms . So they will be unlocked in Aug/sept 2025 mms . If anyone cut or added to after last mms they will be unlocked with Feb/march 2026 mms

I know that territorially adjusted routes that traded territory in our office three months ago are still trading lots of flats still to today, so some of the 52 weeks from this last mms to the September 2025 mms will not have proper flat credit.

Is it because 1st group is given a grace period of 1 pay period ?
Or the unlocking of 1st group is further delayed by 5.5 months?

I'm a 48k as of the recent survey; and my area has not ever had its wave of cuts done. I'm almost certain that our routes are going to have a mass territory shift along with being cut here; there's not an easy way to shift territory to add new routes as far as i can tell here.
So if i'm cut, go to a 43k, and then go up to a 45k next survey, I owe the PO money because of... what, exactly? If after a year of data i find out that i'm supposed to have gone up to say a 48k yet again, am i going to get backpay + what i had to pay to them?
How in the hell is the pay disparity here not illegal given how the data collection works? Cutting me at all based on how RRECS functions in a 52 week basis and then also lowering my pay without taking that time into account already makes absolutely no sense, and now you're telling me that not only is my time being stolen prematurely, but any future time i gain i'm not only not being compensated for but actively PUNISHED for?
 
So if the evaluations are based on the past 52 weeks of data you just got screwed! My route was cut 2 months before MMS so 10 months of data and no pay for it. This union is absolutely insane. The cuts should be immediately, however the data and pay should be allowed to catch up every MMS, otherwise you just got cheated out of all the work you did! Yes, we need to be heard. This is unbelievable to me as a postal carrier for over 20 years. The union doesn’t fight for our rights like they use to. Don should be ashamed!
 
Especially if you were on an overburdened route. They should consider all the free hours worked for past 2 years.

Routes being reverted back to 43k will have to wait 16 months from today to have a mini mail survey that changes their route.
And we won’t be able to see 4241m’s until then either.

With the 3rd mms after your cut it will be unfrozen and evaluation will fall then wherever it maybe having all the data in proper place . You will not owe back any money. Owing money is for the groups which were cut prior to this mou as it is effective retro
 
I honestly can't believe how anyone is still paying for this "union." I saw it was a cluster chuck when I started 5 years ago and i didn't join. It has been smack in the face after kick in the butt. Only gone down hill from a bad start. I hope someone brings up that petition to get rid of the union again, and this time it gains traction. It might stand a good chance after whatever contract they "negotiate" for us.

sounds like to me the PO is just waiting for routes to hit 48k again after this so they can adjust them back down immediately and try and steal - i mean avoid paying carriers what they are rightfully owed under their own system.
 
Since they are freezing no need for a MMS until Aug 2025, right! This is a gone be a disaster I can see it coming. Does anyone know when they are trying to start the letter of demand process? Seem like they would have put all the info in the Mou instead of leaving one to assume.
 
Why didn’t they just freeze the routes when the territory was initially transferred instead of waiting till now.
That’s a legitimate question. I did call this happening around mms time . But nobody was smart or willing or caring enough in management to insist on that seems like

There will be mms . Only cut and added routes will be frozen . In my 90 route office that’s all of the routes . There was no cut in my office . And I would think even for affected routes mms will keep on happening to get the 6 month value of manual parts . It need to be inserted to get the eventual 52 weeks average
