PM becoming a rural carrier

Promoted to position. I know you’re saying no but where is the language?
I got to thinking about that. How about looking at it from the "other" way. Meaning, when a route goes up for bid for whatever reason(s) , the bid announcement states just WHO CAN bid on the route(s).

Post the vacancy at the vacancy post office, including
stations and branches, for all regular rural carriers, sub-
stitute rural carriers, and rural carrier associates (RCAs)
with one (1) year of continuous service as an RCA.
The
notice shall be posted for seven (7) calendar days

Now no, that doesn't say the PM can't but it does state specifically who can. And when you stated "transfer", I wasn't sure if you meant "from one office to another" or "just go back to their / a route within the same office". If from another office , the language in Article 12.2.C states "rural carrier". Again, looking at it from the way around.

Your DR or labor specialist should have the necessary citations. I know one of the article 30's covers it. But, the elm also has some provisions for mgmt who decide to revert to bargaining unit.
Nalc and apwu both allow mgmt or other craft, with the exception of rural, to lateral in or out of their positions. Rurals do not have a mutual agreement to provide lateral to other craft so they can't claim a rural position. I'll look tomorrow when I get near my office.
 
I do have this from a NAPS meeting. From pages #7 and #8 .

7. What is the process for EAS to return to the craft?

USPS Response: All requests to return an EAS back to craft must be approved through the USPS
HQ office of Strategic Complement. The process for an EAS to return to craft is explained in the
respective Union National Agreements and MOUs’. However, a brief summary was provided for
each craft organization.

 NALC: An EAS can be downgraded and returned to the carrier craft when there are
insufficient city carrier eReassign requests.

 Mailhandlers: There are no current Union restrictions for an EAS to downgrade to a
mailhandler position, unless there are positions under withholding. USPS coordinates with
the Mailhandler Union on the downgrade

 APWU: It is very rare that an EAS can downgrade back to a position represented by the
APWU due to the restrictions in the National Agreement and MOUs. In summary, only after
going through a nine (9) step internal process and prior to hiring someone from the street
into a career position that an EAS employee’s request would be approved to downgraded
into a APWU craft position.

 RURAL: The USPS specialist did not handle downgrades to rural carrier positions, this
issue was not discussed

There is this. However, mostly due to rurals not having a mutual transfer agreement- other crafts and retreat rights are not honored thru rural craft assignments. Nalc give eas 1 year to retreat to route. Rurals don't.
Regardless, I'd start a grievance or eeoc file for not allowing equal treatment from craft to mgmt on a whim.




Retreat rights for rurals only involve excessed carriers and only on the first route posting available at old office.

Under RIF rules, an eas may elect to retreat to an available craft position. But, in that case, it would be the default low bid position an rca would have been entitled to. Basically, every career rural in office would need to turn down a position to have an eas be awarded the rif.

I was the RCA covering the route while these shenanigans were going on, so I had a front row seat to it all... some retired PM/POOM showed up at the retirement party for the old outgoing PM... he used to be the PM for the retiring guy, and also for the current POOM.... so it was like ole homey week for them... and they were all up to their eyeballs in this whacko scheme to put this rural carrier into his position after he retired... and there were supervisors and other EAS that wanted the job, but that didn't matter... so they did what they wanted, regardless of how things are "supposed" to be done... that's why I always laugh when I read some of these posts saying only certain things are allowed... LOL 😂... we've all been around long enuf to know, postal regulations and contracts are violated all the time... the only thing that would be surprising is if things were really done as they should be.. I recall a while back, somehow a route got bid district wide, and the office didn't want anybody outside the office to get it, so they had the senior carrier (Reg) bid on the route... Of course he got it, but then they just wangdangled some kinda way that he never moved off his route and they put who they wanted on the vacant route... nothing should surprise anybody when it comes to the USPS... If they can pull some sort of sneaky underhanded crap to meet their friends needs, that's what they'll do every time... and who here can honestly say they haven't seen this???? 🤔 🤷‍♂️👉:oops:🤣
Oh my I can honestly say I've witnessed things that the average person would be floored and probably call the police so yes I believe everything you said and yes they are capable, dirty, deceitful, underhanded and think they are sneaky but we see all the misconduct. People always tell me I'd make a great manager. I always answer with no way!!! I want to go to heaven!

Yeah.....I mean who wants to drink blood every night, and never get to go out in the sun again..... FOREVER.... you live forever, sort of....you got a really, really, really BBBAAADDDD overbite, you wake up on dirt every night, I mean really....not for me..😳🙄🙄🙄🤣😂😆🤣😂😆🤠

A lot of the mngt geeks I've known were washed out carriers or clerks.. bad elbow or knee or back, etc., etc... it's not like USPS selects the best carriers and clerks and makes them managers... Which is the delusion most managers want you to believe... they were half @$$ carriers or clerks to begin with... I equate it to, those that can, do... Those that can't, teach... But at USPS, they become mngt.... 🤔 🤷‍♂️👉(n)😐🤣

My view has always been that about 80% of management was either a clerk or carrier that could not or would not do the job so they went into management!
