What is the policy for splitting routes up when there is another rca to run the route

Try to keep this short. we are short handed at our office with 5 rural routes and 1 sub not holding down a route, 3 designation 74 and 2 regulars.
i am curious what is protocol when a regular carrier calls in? Our PM splits the route between 3 of us instead of calling the sub that is not working that day. Should he call the sub that is off before splitting the route? Are we supposed to run our route first before filling in on another? Have been trying to get another rca hired for what seems like an eternity. PM says its not up to him anymore. The higher ups are responsible for hiring.

Your office should be following the matrix. The only time they can bypass a sub is if it would cause that sub to go into overtime. The Des 74s should be the very last option because they are theoretically working more hours then Des 78s. Your PM may have tried to call the sub but they didn’t answer. He would have a grievance though if they skipped him.

When it comes to splitting the routes, you can run the split however you want to. I usually run my own route first and then the split last. The only time an RCA can tell management they won’t help until their route is fully completed is if it’s an AUX route. Carriers on AUX routes, have the option of completing their route first and then helping where needed after.

Incorrect. Regardless of 40 hours, a Leave Replacement not scheduled or called in that should be has the right to the route before “splitting” When a Regular Carrier calls in sick.

As to how to work a split route or ANY route assistance, this is the done in addition to the route assignment.
Article 30.2.Q:
“Additional Duties
Leave replacements may be required to perform duties in addition to the route assignment; such as, auxiliary assistance on other routes, Priority Mail Express mail duties, etc. When performing additional duties, the leave replacement will receive compensation at the hourly rate, in addition to the daily evaluated hours for the assigned route.”

The route assignment comes first so as to not disrupt the delivery time on the assigned route nor the evaluation. Aux routes must also follow this rule.

If the sub is going to go into overtime by being utilized, they may be bypassed. My hours have been cut to avoid hitting overtime in the past and I was told by my DR that this is management’s right.

-- Best tell that sub who is not working and not called to start filing grievances -- so that sub can get paid for work another carrier has done.

Bypassed if there are more subs to use that will not work 40 hours or more. If there are no other Leave Replacements available, then the sub at home has the Grievance.

This is what I said initially. If they’re going to go into overtime they may be bypassed. So if the three at the office aren’t close to hitting OT and the sub at home is, the sub would be bypassed.
I don’t know the full details of why the sub at home was bypassed but was merely offering a reason as to why they may have been skipped.
Sorry if that wasn’t clear.

WRONG, again!
If there are no other subs available REGARDLESS of any of the currently working subs’ hours, the sub sitting at home has the right to the route before it gets split.
ALL available subs MUST be working before mgmt can split a route when a Regular calls in sick. Splitting is NOT listed as an option in the Contract & if you look at the Order of Consideration, splitting is listed AFTER all available subs are working & before the RDWL.
BTW... “available“ means Any Carrier that has not requested time off.

So if the sub sitting at home is at 70 hrs, they have to use him/her?

They have to provide a reasonable opportunity. A phone call of sufficient rings with a voicemail if available is typically what I recognize as reasonable. If the sub doesn’t answer, or call back immediately, opportunity has been given and passed.
What I meant was, do they even have to attempt the call if they know the sub will go or is in OT?

Relief hours belong to rca's. They should never split routes if an rca is sitting home unless that rca requested, in writing, to be nonscheduled that day. They can try to limit the OT hours but can't refuse to work that rca if they are needed to cover a rural route. The best way to limit OT is - hire another body.

No the sub gives the pm a hard time because he doesn't want to work. There is no matrix. We only have one son for 5 routes.

That

Sub refuses to work. Doesn't want to work.

So can I refuse the work until my k route is complete? Because the way the pm has us doing it makes me several hours later on my route.

REMEMBER:

According to PM, these are the rules:

"That is none of your business who I have working.

I can schedule anyone I want, anytime I want and anywhere I want. I DON'T HAVE TO FOLLOW THE MATRIX OR GO BY SENIORITY!

I'm sick of you and have had enough. I'm writing you up for insubordination."

According to my nut case PM Friday 12/13/2020, these are the rules:

"That is none of your business who I have working.

I'm sick of you and have had enough. I'm writing you up for insubordination."

THEN A grievance for EACH infraction should be filed by whomever is harmed or by the Steward. Then file if discipline is given. Hope all this was corrected, assuming you meant that that was in 2019.

Yes. Because your PM has set the precedence that subs can refuse to work. Lol. It’s past practices. If he’s letting your other sub pick and chose when they want to work, then you should be allowed. I bet your PM will start disciplining that sub for being unavailable now. That’s disparate treatment.
