Am i reading the dates correctly?

I thought mail count was the last 2 weeks in Feb? Am I reading the dates wrong, or is the majority of count actually in early March? If this is the case, then most of our end-of-month mail will come the week before count for sure.
 
That is exactly what the USPS thought also, to bad the NRLCA didn't think,or thought the industrial study would be done by then.
 
We get a ton of mailings at the beginning of the month here. We've always missed the beginning of the month full-coverage mailings in previous counts & we have multiples. I'm on the fence on whether to count or not since I've always had to, so I'm not worrying about it until January. My luck will likely be that I won't get the choice anyway.

--  Unless some other alternative method of evaluating routes in place ( unlikely ), the current contract calls for a national mail count beginning 24 FEB 2018 and ending on 09 MAR 2018.

--  That, in theory, is somewhat better dates than the 2016 count which ran from 12 to 25 March, missing both the end- and beginning of the month mailings.

--  If that happens and you can document when end-of-the month or the beginning-of-the month mailing had previously been received, add that info to the reasons you won't sign off on the count numbers.

--  Not that it will help your case, but you will be able to confirm some type of "manipulation" of the mail flow at the most inopportune time does happen.   District may even respond to your observation with a standard form with the "mail availability" box checked!

--  The "Opt-Out" option is available, but can be over ridden by District as demonstrated in the past when local postmaster agree with the carrier too early.

Amazon is actively testing parcel delivery in my area.

My route is being tested at this time. My parcel volume is much lighter than it has been any time this year, even when parcels were supposed to be light.

Another persons route was being tested earlier. Her parcel volume is back up from earlier when it was being tested.

Is it possible that Amazon is planning to start delivering just before mail count?

Is is possible that Amazon is planning to deliver all of the routes only during mail count?

Are there routes in other high delivery areas that may be affected in this manner?
 
Surprise! et al -- "Amazon is actively testing parcel delivery in my area."

--  I bicycle quite a bit in the surrounding neighborhoods and have notice an increase in UPS ( with a helper already! ) and FedEx trucks making deliveries.

--  Amazon also using "contract" carriers to deliver their parcels.
 
I was told by my PM that the Amazon contract runs out in January and they "might" drop us. I guarantee that they will go into negotiations in late January and divert all Amazon to UPS and FedEx, then after mail count they will "miraculously" reach an agreement with the postal service and we will start getting hammered again.
 
Well, I don't believe we'll ever totally lose Amazon. UPS & FedEx are set to raise rates (maybe for them, too) and Amazon cannot seem to keep employees as delivery peeps. Amazon AND the contracted delivery peeps (Flex) have been here over a year and we are still handling a lot of Amazon AND Sunday deliveries. I'm carrying the same amount of parcels as a 44k as I did when overburdened at 48k.

So far the only thing I have seen them deliver is what is available in their local warehouse. Anything shipped in has gone through us or the others. The way their drivers & the Flex drivers deliver, it's amazing there hasn't been more accidents. They are careless drivers & tend to work in an unsafe manner. It hasn't gone away yet & I don't expect it will. 
 
By those dates still not in the window of my full route coverage of local municipal water and electric bills again. Also 70+ snowbirds gone of route til April. All their 1st class letter mail forwarded to them and the parcels they order they correct to send to their winter location. Gone for 4 months no parcel credits for me. Here for 8 I deliver all their parcels for free. While some other gets these credits for the year that belong to me.
