CarrierPU in containers. Actual RRECS wording?

the pickup sheet also says near the top to scan all pieces as prepaid accepted. So it would be to my understanding if i pick up a tub/bag/bin i would need to remove all pieces to scan them. Then they are no longer in the bin and I should input the total i handled.

and don't forget (i always do) if you go to the door to pickup enter door misc. As the credit for pickup is as if they are in the mailbox.

The count of packages/containers picked up by a carrier is only to give credit to the carrier for how many items that the carrier had to physically pick up. If you pick up 4 sacks of parcels (ie. 20 pkgs per sack) from a customer then the pickup # is 4. As there are no scan bars on the sacks, no packages are scanned at that point. If mgmt wants them scanned when emptied at the office, H scan them under EOS time.
If all of those packages are loose and being gathered by hand, then the pickup # is 80 but only 5 are scanned with the RRECS #O. The remaining 75 are scanned under Prepaid #H.
Some Carriers will put aside 5 & H-scan up to 94. Then go to the RRECS O & scan the other 5 noting the # of H pkgs plus the 5. if more than 99, repeat the process for the next batch but say “no” to the pickup form question as you’ve already received the credit for that paper.

The reason to place loose packages to be picked up into tubs is to lessen the number of trips to the door to complete the pickup.

The 9.55 second time standard includes counting, inspecting the postage on each parcel and loading them into the vehicle. Additionally we are supposed to scan the items at acceptance not at the office. The intent behind the sack equals one count was for letters and flats being collected in sacks so the carrier still got carrier item pickup credit

There is also a block on the bottom of my pick up sheet that describes rural carrier function for the scan and it reads something like (just going by memory )scan 5 but if there are additional then it is not necessary to scan.
I always do scan because my customers wait and watch as I scan sometimes. They like the accountability at their location and I just suck it up and do it for them right there.

If the usps were to hand out bags/tubs to customers then what would stop this from progressing? I have come to realize our standards are like sand in our hand to postal policy, procedure and tech advances.


@gotstamps. Thank you for your response. What you said made sense. I was trying to make our actions and that other document make sense. I realized the other document feeds off of policy and the actions we take. Both of those things would change the sequences described in that other document.
That doesnt invalidate what I said. There will be more packages in the pipeline than scanned as picked up. I see this as a way to lessen labor costs. If work is condensed, then we have time to do more credible work to fill in the blanks of our day, or just go home earlier.
Carrier pick up is among the activity scans in a usps training manual. It doesnt define or explain container. Its just a photo of the scanner screen with each step of the carrier pick up process.

What do you scan if it is letters and flats in a sack ? You scan the same thing which is actually nothing
I just had something odd happen yesturday where my scan for a package didnt match the physical scan on the package. It was like the package was assigned a "virtual scan" that only my mdd had. That concept is scarey for pkg route volume density in reference to pkgs coming into our network and getting delivered out of our network.

This is a product of zealous management member to cut labor cost . I haven’t said it before but similar things happened in my office too . It’s a large office . 90+ route . There are 8/9 routes in the office heavy on pick up ( one of them makes 2 trip to certain business as 1 metrix trip doesn’t have enough space ) . One drives a 2 ton truck . 4/5 of these routes are exclusively business routes . They pick up anything between 400 to 600 packages. Some with manifest partially . Rest are mixed ( business and residential) route . Mine being one of them . I pick up anything between 150 to 250 from one UPS store and one postal annex store which are of official dismounts. About little more than half are over 2 lbs . So I enter about 100 to 150 daily .
Now 3/4 weeks ago they tried to talk to 2 of the biggest one to implement this thing . One of them told me instead of daily 400/500 input his entry would be around 15 . The route is 46k now . Loosing 500x9.5 sec is about loosing 80 minutes daily which will make the route a J route right way . He was punching 15/20 for about 3/4 days and very sad . He called the DR but couldn’t connect. In the meantime, the day he told me about this PM approached me and told me he has to talk to me how I do my pick up entry etc . I said okay tell me . He told me he will let me know later . Fearing what’s coming I called the DR that evening and connected right way . He told me he heard about this and said just ignore , keep doing the way it is supposed to be . He was coming to our office next morning any way . And he talked to PM that no way anybody could lift a hamper with 50/60 package and load in 9.5 seconds. That was end of it . PM never came back to me . I am doing the way I was doing . Others also went back to normal way

EDIT: I misunderstood and thought they were talking about picking up tubs.


But is it actually taking them anywhere near 80 minutes to pick all of them up? The intent is to be compensated for work done and I understand that with experience comes speed but I have a hard time believing it takes them 80 minutes if they're really only loading 15 tubs. Does it really seem fair when another carrier is delivering a route with 600+ addresses while someone has significantly fewer but has a 15 tub pickup boosting their route by entering it as 400-500 picked up?

For the route I was talking about specifically it takes about anything between 30 to 45 minutes to pick up . Not 15x9.5 =142.5 = 2 min 23 seconds. I am not talking about 15 tub , I am talking about 15 overflowing hamper
For my own route , between 2 store it takes about average 10+15 =25 minutes. If I did enter 125 for the day it gives me about 125x9.5=1,187.5 = about 20 minutes. You make the judgement now . None of these parcels are in a sack or container. One overflowing hamper plus stacked high around the hamper on the floor . Takes few trip . If I did enter number of hampers i would have to enter 2+3 =5 which will give me credit of 47 seconds. You decide now . By the way , by the time I spent 25 minutes for those pick ups a route with CBU address can complete delivery for 70/80 address . A curbside regular box route maybe a 25/30 addresses.

Sorry the way you type is hard to follow and I misunderstood you. Obviously you can't place a hamper in your vehicle so you wouldn't enter 5. I think there needs to be a better system implemented for larger pickups where they pay straight time that way routes like you describe can be properly compensated. Loading a few packages into a vehicle is obviously faster than meticulously loading in order to fit to make fewer trips to save on fuel and vehicle wear and tear. Also I feel like it would be safer as the carrier wouldn't feel like they need to rush to maximize their time to feel properly compensated.

The engineers already determined the time standard for package pick-ups. The employer and (maybe the union) agreed that picking up a sack full of pkgs and picking up individual pkg pick ups are worth the same standard (minus indivodual parcel scans). Does the carrier perform the same actions for each of those tasks?
If I imagine I have a parcel pick up with a sack.
I locate the sack, test the weight of the sack, squat and lift. What if the sack is too heavy? What if cargo contents need moved around to accomodate sack(s)? Anything else? 🤣
We pick up at such diverse places residential, business, industrial, etc. Actual time for those big pick ups might just be what is fair.
