Denied leave slip

My coworker put a leave slip in for this Saturday she is a H route and has a sub assigned to her route.

It was denied by my management because they are using her sub to cover the relief day for a K route in our RMPO. That carrier is not on the rdwl and doesn’t have an adjacent day off.

Our union district rep is siding with management and always does! She said they are allowed to do that to prevent overtime even though she has to take a daca 3.
Is there anything contractual that says otherwise ? Our union is no help…
 
schedule is out the sub is all ready assigned to a route. There by no sub is available to work the route on the day she requested off. Not trying to be rude but tell the carrier to schedule leave requests further out if possible in the future.

FYI sub assigned to route means nothing. Subs are used to cover routes as needed.

Plenty of other factors that we need to know in this case.

#1 How many routes?
#2 How many subs in total?
#3 How many subs trained on each route?

So did they even asked if any other sub available within a 50 mile radius???
 
Call me ignorant, but how does an H route have a sub assigned.
Read the Contract All routes are authorized to be assigned a Relief Carrier.

Yes. Every rural route, including "H" routes, is entitled to an assigned leave replacement (such as an RCA or PTF) to cover the carrier's day off.
Because H routes only operate 6 days a week (meaning the regular carrier works Monday through Saturday with no designated weekday off), the relief carrier is generally utilized for:
  • Sundays and Holidays (if delivering packages/Amazon)
  • Annual leave or Sick leave taken by the regular carrier
  • Covering the route if the regular carrier is on a leave of absence or the route is temporarily vacant

Slip was put in on Tuesday… our schedule isn’t posted till Wednesday end of day

Section 2. Annual Leave

A. Minimum Units and Availability of Leave Replacements

Regular rural carriers shall be granted annual leave in minimum units of one day. Rural carriers should be granted annual leave in accordance with their personal wishes, provided a leave replacement is available. It shall be the responsibility of each rural carrier to plan annual leave at times when a leave replacement is available. If a leave replacement is committed to serve another regular rural route, a
vacant route, or a route where the regular rural carrier is on extended leave, has approved leave, or is in the first four weeks of assignment in the office, such leave replacement is not available. A regular rural carrier should not be unreasonably denied annual leave because of a leave replacement’s assignment to an auxiliary route.

Did she get a copy of her leave slip with the supervisor's initials and date as of when it was received? If not your friend is out of luck. With a signature/initials, she would get the day off instead of the Rmpo carrier

Has it been a pattern that this sub works every Saturday? Ie every sub you have within local office and rmpo is working or has leave in? It is sucky but proving it’s not a normal occurrence is what they need to do. Once they have proof point it out to union rep with grievance. It won’t get them the day off but should start a paper trail. Once that paper trail gets enough traction other remedies can be sought out and given to said carrier.
