File dispute over flats not counted in proper time frame

So today I received a bunch of Presort farm papers from Jan 10. I mean thay should have been on last count. This is 3rd bunch I have gotten that should have been counted in last time period but wasn't.

Dumb question but anyone ever file dispute or grievance on fact that this flats could have caused me to drop an hour since since weren't on time?

I mean our worthless union will say :poop: :poop::poop::poop::poop: happens and ntohing you can I bet.

They might tank the grievance, but I'd file anyway. The countdown to file begins upon knowledge of the dispute. You weren't in a position to know whether all mail was timely processed to you for final receipt and disposition. Repetitive, similar failures have a negatively cumulative effect on the integrity of your totals.

Whether it alone would have been enough to raise you to the next hour depends on how close you are to the threshold each time that data is used to determine whether you are.

I'd file against the delay and the effects of the delay. I'd seek additions to the current data, recovery for the absence of that data, and a deterrence solution.

Be prepared, however, for the 'better luck next time' response. Foresight is one of the NRLCA's greatest shortcomings. 🤷‍♂️

For all those wondering about my plant

All of this was dropped off in 1 day. Ton of presort flats from January to March I have been missing. Definitely should be disputed that I should be up to next level.

Oh and guess what showed up today in my mailbox.

A WSS that should have been delivered before the mail count and didn't count towards proper time frame.

It’s presort and not raw unlikely to go anywhere, good luck regardless. The wss is just telling on your plants end how bad it is. Keep track of dates to be delivered, if any fell within mss timeframe those might be to be counted as raw if you had holds etc. still it will be on you to provide proof of those holds forwards etc and dates.

It's not their fault you didn't get them on time is what they will say, you won't win like it's your fault you didn't get them but instead why can't you direct something towards the plant and distribution. They change start times for us even cause truck schedules change because plant can't get our stuff ready. It seems to me we suffer for the plant problems so that's where our focus should be. Idk 🤷‍♀️ js

According to The Postal Operations Manual , there is this from Section 458.2.h ;

Offices should make every effort to adhere to mailer-requested,
in-home delivery dates. Do not deliver such mail earlier than the date
the mailer has requested.

There is also all kinds of language detailing the specific procedures for the color code policy that BOTH plants as well as local offices must adhere.

458 National Color Code Policy for USPS Marketing
Mail
458.1 Purpose of this Policy
This policy is to ensure the timely processing, dispatch, and delivery of USPS
Marketing Mail within established service standards

The policy is quite lengthy but you can refer to The POM and check it all out. https://www.nalc.org/workplace-issu...ed-With-Revisions-Through-January-31-2021.pdf

I see that those President's Day Sale are ECRWSS so that's at least ONE mailing of 100% coverage for a given day in addition to the piece count along with the piece counts for the other mail. All of those flats affect MANY a category in the evaluation. Coverage factor, loading time, reload time, EOS time, mark ups and there are a few more as many of these categories are based upon a formula for the total piece count of how much mail was received on a given day(s). Get something filed in protest of this debacle. Either a dispute or a grievance.

Here is my thoughts.

What happens if you were a minute away from next hour? Clearly you should get bumped up right? That's my opinion (KNOWING OUR UNION THEY WOULD LOSE IT) but the issue is proving how much time you should have gotten unless you counted every piece which I didn't. But still it is !@$#@%ING RIDICULOUS to get stuff 2+ months late regularly while watching your route drop 16% coverage curb and 25% CBU in 2 and half years. It is just flat out ridiculous.

what about reporting to the OIG the delay of mail?

just a thought.

I don't think they even need a report. They know how bad it is. I could try but heck I have had several pub watch and they can see it themselves. I just don't get it that mail volume is down but yet we struggle to get things delivered on time. Makes sense
