According to The Postal Operations Manual , there is this from Section 458.2.h ;
Offices should make every effort to adhere to mailer-requested,
in-home delivery dates. Do not deliver such mail earlier than the date
the mailer has requested.
There is also all kinds of language detailing the specific procedures for the color code policy that BOTH plants as well as local offices must adhere.

I see that those President's Day Sale are ECRWSS so that's at least ONE mailing of 100% coverage for a given day in addition to the piece count along with the piece counts for the other mail. All of those flats affect MANY a category in the evaluation. Coverage factor, loading time, reload time, EOS time, mark ups and there are a few more as many of these categories are based upon a formula for the total piece count of how much mail was received on a given day(s). Get something filed in protest of this debacle. Either a dispute or a grievance.
