How much wait/8127 time can I get a day/week waiting on clerks to do their job?

The title says it all. We have some slow clerks. The pm said that an hour a pay period is all that’s allowed. Maybe she needs approval for more, I have no clue.

Where can I find this in writing?
 
They need approval first over 1 hr a pay period. If PM won’t get it file ask for overtime for every minute instead of 8127. Continue grieving every time, eventually you just settle at step one for overtime. Or PM schedules more clerks etc. this also can cause you getting a later start time fyi.
 
I did see this in The F-21 ( Time and Attendance ) 563.4

PS Form 8127 Rural Carrier Supplemental Payment

The rural certificate was modified in March 2006 to allow PS Form 8127
minutes on the certificate. The payroll system will accept up to 60 minutes in
a pay period. This field is only valid for FLSA code B employees.

Like @Worve mentioned, your office management will have some explaining to do as to why there is more than 60 minutes. You CAN have more than 60 minutes and however much time IS compensable . I don't know if the payroll system has been changed / updated or not.
 
We have a dink office and our clerk when he is in one of his moods takes up to two hours to process one cage. In all my years as a worker from cutting hay to postal work ive never seen a grown man work harder at doing nothing than actually getting through the distribution, His excuse is that paper says it has to be done by 1130 (distribution) so he takes his sweet time, i wish ours would retire i can do a cage in less then 30 min

-- If you really want to get on the bad side of your PM, request the 8127 form. If the PM says none are available in the office, that is an easy grievance, citing Section 142.3 of the PO-603, which states:

- The USPS supplies all additional necessary equipment, supplies, and FORMS.

-- BTW - a PO-603 should be in each carrier's Route Book. In case the PM should ask, see Section 232.1 Contents ( item e ).

Moving on..

The July 1994 version of the 8127 is the only one I have found. Anyone have a newer one?

-- To increase the odds of getting on the PM's bad side, point out the example in the middle of the form which states: Time in Minutes ( e.g. Record 1.58 hours as 95 minutes )

-- Then ask why there is a limit of 60s minutes when the Form provides an example of more than 60 minutes?

-- Maybe it is time to change the payroll system ( thanx, neciat )! If so, get others to write up a resolution that HQ will ignore.

PS -- Found this in the dusty files. Back in 2018 this was posted:

- 1 hour 8127 is the limit for an OIC to submit without district approval. ( as Worve noted )

-- Urge your PM to get district approval so you don't have to wait for a second pay period.

-- Just be sure to log any 8127 time on the 4240 AND makes copies for future reference.

PPS -- This could be one of those "Pick Your Battles Carefully" situations.

-- If clerks are not getting their job done in a timely manner, the PM could just have your report later in the morning!

I know what you mean. I have seen plenty of clerks over my career that it takes them an hour and a half to watch 60 minutes. Keep in mind though , they too have a standard of X amount of parcels to throw per minute.
 
Be careful what you ask for. Bean counters will move start time back instead of paying you to wait.
Yep, was going to add this. When management requests the approval for the 8127 over one hour, district is going to ask for an explanation, and then tell management to move the start time.

They can't move the start time back much with out making me come back after the clerks and pm is scheduled to go home. Somebody would have to stay late till I get back.
