Implementing a formula vs recalculating a formula?

Ok. Long day. I’ll try to make it as short as possible. Is there really a difference in those 2? Reason I am asking is district rep told us that when implementing a formula, all the days are available to choose by seniority. However when recalculating a formula, only Saturday is required to be given. Management are not require to give out Monday and especially Friday. Now note that every times, we did an implementation/recalculate, all the days are available to be chosen. This is the 1st time we were told that’s how it works.

So now my next question is, what is the requirements to trigger one of the above? Seem like management just called it whatever they like when doing an implementation/recalculation and the district rep is in agreement with them. Thanks in advance.

-- Implementation should only be done once. It is very rare to return to "non-formula" status.

-- Recalculation has two situations which may be needed to change relief days.

-- There are hoops ( numerous ) for manglement to jump through before becoming a "Formula" office. Beside the contract, check Step 4s ( R-95 ) and ( P-115 ).

-- Like wise for doing a recalculation. Check the contract as well as Step 4s ( F-73 ) and ( P-115 ).

-- IMHO -- If your District Representative just went along with whatever manglement did ( without reviewing manglement's paperwork ), might consider reporting the DR to National!
 
We went formula not long ago and to tell you the truth idk who's worse about the situation management or our union. I had to fight our own union over them telling management that j rts can pick their day off just like the k rts. So of course management let that happen until I had to get our union to go back and read what the regulations say and then they had to contact the office and say I'm sorry and fix it so it was few months before that got fixed and more pi&&ed off carriers. We've been recalculated twice since then and we have grievances at step 2 now because management recalculated in to the future in a in case reason. That's not how this mess works. We still have rcas off on Saturday's now you make that make sense? I wish you luck and my best advice to you is read and learn it yourself to make sure they do right, then over see our union to learn it as well. Over 30 years I've been there and I'm still doing everyone's job on top of my own. Wish us luck with these grievances please.

Yes, because the purpose of the formula is to provide relief days when there are not enough leave replacements to cover Saturday relief days. Therefore, the only reason to recalculate the formula would be when there is a change in the number of leave replacements. An increase in the number of leave replacements would mean adding back Saturday relief days.

Management determines what days are offered for a non-Saturday relief day. The only requirement is that no one day can be the relief day of more carriers than Saturday. For example, if Saturday is the relief day of two carriers, Monday can't be the relief day of three carriers. The recommendation is that the relief days be spread evenly throughout the week, but there is no requirement to do so.

A recalculation would be triggered by a change in the number of leave replacements from when the formula was originally invoked.

A couple of things here: you can change your relief day if management agrees to the change. You don't need the formula or the formula recalculation to do so. You just ask. Also, hiring efforts must be exhausted before an office can invoke the formula, but that horse may already be out of the barn in this case. Too many times offices "go formula" when no effort has been made to hire leave replacements beyond a posting on eCareer. The national agreement requires an office to make a sustained effort over a period of time before the formula can be invoked.
