Let's Talk Presort Bundles!

According to the “official” training I received from the Usps on the subject, which was NONE, all tubs of plant flats are already counted. Everything else is counted as raw flats or letters. No “Official” word otherwise from the chain of command means nothing new or different. We’re counting everything we can get counted and scanning every bar code we see anywhere, be it on a candy bar wrapper or potato chip bag everything goes, just like when managers we’re screwing us out of wages in previous counts.
 
Maybe my route is just special, but I get all manner of shrink wrapped bundles showing up on my ledge. I want to make sure I handle them correctly for the survey. Here is my understanding, please correct me if I'm wrong:

5 digit bundle --> These should be opened and distributed by the clerks. These should *not* be opened by carriers. Any pieces from a 5 digit bundle should count as raw. A 5 digit bundle on your ledge should be sent to the clerks.

3 digit bundle --> These should be opened and distributed by the mail plant. These should *not* be opened by carriers. Any pieces from a 3 digit bundle should count as raw. A 3 digit bundle on your ledge should be sent back to the plant.

Mix Comail --> Only recently noticed these. Not exactly sure of their purpose, but they are like a 3 digit bundle, a few on the top for my route, the rest for nearby towns alphabetically. These should *not* be opened by carriers. Any pieces from a mix comail should count as raw. A mix comail on your ledge should be sent back to the plant

ECR LOT --> These should be opened by the carriers. These are (supposedly) automatically counted by the PO.

Unmarked Bundles --> These are things like the local newspaper. Bundled, but dropped locally, never sent to a plant. These should be opened by the carrier and should count as raw.

Did I miss anything?
Do you get Withdraw allowance?

Clerk told me they sort 3 digit and 5 digit but it comes in tubs for them to sort. If it's bundled it goes to the rt and is counted as the entire bundle. MIXED bundles with your rt get sorted to the rt. Have a good Monday everyone!

And I believe that is what your clerk friend is referring too. How these flats are counted in RRECS is (again I *think*) unrelated.

Was told newspapers are not raw but on report. Answer above was from my question on newspaper’s being brought to office and not through the plant. This is from union.
So why are Clerks suddenly counting these unprocessed plant Local Newspapers for the City Bunch?

In Mayberry they were bundled route specific at first. As subscribers waned due late afternoon home delivery. The bundles became mixed for Clerk route sort.

Our clerks do not record volume by route. They only measure total volume of what they are working.
 
Well, I thought I had this all figured out. But then the PO threw me a curveball bundle:
*****ECRLOT**R001 MIX COMAIL

All of the bundle for my route, in delivery order, but also mix comail? I had to dig a little deeper:

All of these cryptic strings (ECRLOT, COMAIL, WSH, 5 DIGIT, etc.) are part of the OEL (Optional Endorsement Line). There are enough different combinations to make your head spin. As far as I can tell, any bundles with the following in their OEL, and not directly given to the delivery unit, are "prebundled flats" and *should* be counted in the RADAR program:

ECRLOT --> Enhanced Carrier Route Line of Travel. Standard mail
ECRWSH --> Enhanced Carrier Route high density. Standard mail
CAR-RT LOT --> Carrier Route Line of Travel. Periodicals
CAR-RT WSH --> Carrier Route high density. Periodicals

Further, mix and comail don't tell us (carriers) anything much useful:
COMAIL --> different class mail pieces in the same bundle (ie periodical and standard)
MIX --> Something about how the pallets of bundles are delivered to the PO... I think...

And of course, anything WSS is not supposed to be counted, we are supposed to enter on the scanner.

I also had a FIRM bundle today. I've always treated them as an UNSCANPARCEL, although I don't know that is explicitly mentioned anywhere...

So, to summarize, if a bundle does not have LOT, WSH, WSS, or FIRM in the OEL, it should be counted as raw. Also, any bundle dropped directly at the delivery unit (like local papers) should also be counted as raw. At least, that is my current understanding...

Had a bundle on my ledge this morning. Clearly marked as ECRLOT but with a weird sticker on it:

The top piece of that bundle was for my route. The other 15 pieces were for nearby towns. Does that sticker signify something or just a coincidence? I have no idea...


I also had an ECRLOT bundle with only 8 pieces in it. From my understanding, ECRLOT has a 10 piece minimum. Did the mailer make a boo-boo? Did they pull a fast one on the PO? Or is there some obscure loop hole in the domestic mail manual (DMM)? Seriously, more difficult to make sense of the DMM than the IRS tax code...

My understanding from plant personnel is A sticker stands for automation barcode( machinable). The ECRLOT is incorrect every rt i spot check. Keep data flowing to nrlca for corrections.
