Explanation:

Im a recently converted regular, I just received a letter in the mail today saying that i owe a sum of $246 dollars for continual coverage from pay periods 4,5,6 of this year. Nothing has shown on any of my pay stubs from 2025 of this "debt" they are trying to collect from pay periods 4,5,6 but finally on this past pay period 10 they attempted to dock me from After-tax coverage in addition to my normal Pre-tax coverage,

Long story short does anyone have any knowledge or explanation on this subject matter? Im totally clueless on this topic and how to proceed. If not paid within 15 days they will send me to collections. Im honestly appalled.

Go ahead and file on the L.O.D. That will give you time as the matter is researched. In the meantime, you can call Eagan yourself ( have your info handy ; EIN and all of that. They are open 'til 9:00 so you can call now. 866-974-2733. Someone there will be able to "pull you up" and go through everything. If this turns out as you actually do owe any or all monies , you do have options ;

Bargaining unit employees or their union have the right in accordance with the provisions of Article 15 of the applicable collective bargaining agreement to initiate a grievance concerning any letter of demand to challenge the following:


  1. The existence of a debt owed to the Postal Service.
  2. The amount of such debt.
  3. The proposed repayment schedule.
  4. Any other issue arising under Article 28 of the applicable collective bargaining agreement

Except as specified in 463, the maximum salary offset to collect a debt that is owed to the Postal Service is 15 percent of an employee’s biweekly disposable pay, or 20 percent of the employee’s biweekly gross pay, whichever amount is lower when the salary offset started. A greater salary offset may be made if the employee agrees with the Postal Service, in writing, on such greater amount.

An employee who acknowledges the debt’s validity and wishes to pay the debt in full may submit payment to the Eagan Accounting Service Center (ASC), as described in 452.242.

In January i switched over to the Career MHBP and just received a letter in the mail today saying that i owe a sum of $246 dollars for continual coverage from pay periods 4,5,6 of this year. Nothing has shown on any of my pay stubs from 2025 of this "debt" they are trying to collect from pay periods 4,5,6 but finally on this past pay period 10 they attempted to dock me from After-tax coverage in addition to my normal Pre-tax coverage,

Check your stubs vs other pay periods. My understanding is there were no deductions taken for the health insurance premium during those pay periods.
 
Just got off the phone with accounting. My initial thought was that my non-career benefits never got terminated and that i was getting charged for two health benefit plans simultaneously.

Their explanation was that they didnt deduct premiums for those pay periods as they swapped from FEHB to PSHB. Learning lesson for me to keep a closer eye on my pay stubs now.

Call HR and tell them not to be taking money from your pay check because you mailed them a check two weeks ago and if they were not delaying the mail so much they would have gotten it by now
