Notification of mail count.

Since we are on the topic of DPS and mentioning the vague rules about it. Does anyone know of a written version/guide book on how we are to handle it?

I'm just saying when it first appeared in my office 20+ago no one had a clue how to deal with the DPS. It is allegedly 98% accurate so many of us would drive to the next addy seen in the DPS. Only to find 5 more letters for the previous location. Upon return to office and observed at MMM case we were told this is wrong. Wrong? You are not paying me to look at the next few letters in DPS while I am serving a location.

I will bet the DPS review will be pristine. Same for the count.

After the count you will get the BJ'S/Costco card mailing in your DPS and everyone of those will be upside down.
We have been getting them raw for over a year

How do you treat your upside down dps?

In our office, I take my dps to the street, remove every 4 pc or so, bring back to office ( supervisor has to check them), becomes raw mails for next day. ( .0232+.055= .0732 is the value for upside down dps)
in our mail count guide here, they count as a dps not raw, and we are to deliver, not bring back, because it takes well over a hundred for a minutes pay.... so they don't think we would cheat, even though they do....

What a lot of carriers do miss is if you have to change your scanner in and out of zip codes. 1 minute each time. Your loading and markups are the golden tickets. Don't forget anytime you write something on a letter that is also counted as a markup. Naturally, our PM till this day will not let us correct names for forwards. States that the forward folk will not accept this not sure if this is correct or not. If anyone knows please speak up.

I know that any time I try it gets kicked back to me with the dreaded "you are a stupid carrier" yellow sticker.

Those
are worth something, though. ;)

You should also receive 20 seconds for each tray of DPS for riffling time. That's quickly going through it making sure there are no sweeping errors and that the mail is generally in route order. Also, with regard to loading, when they say anything to you about your loading time and / or sequencing parcels and mail you tell them, not ask them, to refer to THEIR M-38 , section 344.26 which states During the loading process. the carrier places the parcels in sequence of delivery in the vehicle and section 362 which states The mail must be loaded in the vehicle in order of delivery,. It is essential that carriers maintain the delivery sequence of mail in the vehicle. This permits ready identification and retrieval of mail to be delivered and contributes to an efficient delivery operation. Safety is an important factor and the task of replenishing mail or obtaining the next parcel for delivery is only done when the vehicle is stopped.

Riffing time is actual time. None of this 20 seconds a tray crap for DPS.

When riffling look for the upside down letters. Those are the ones to check the addresses on. Not all of them just enough to piss off manglement.

Frozen Toes et al -- "Go to a mail count class at least once in your career. The class can be tedious. "

-- How true!

-- But having your pay go down because of some "gem" of information that was passed along at a count meeting that you didn't know about becuase you did not attend - is worse than tedious.

-- And as I discovered, you can provide all the useful info in the world, but if the carrier doesn't use it...

-- Case in point, after on particularly bad count, each week I gave each carrier in the office a print out of something related to count. After the next count, one of the carriers complain the route went down - again. Looking over the paper work - noted there were no entries in Column 14 - 3821's. The carrier didn't want to be bothered filling one out! That was about the easiest 2 minutes available at that time.

-- RRECS lists it as "Actual - Included in End of Shift Time Average".

-- Anyone know what is included in "End of Shift Time Average"?

PastOThirty et al -- "Each minute, depending on table and pay scale could be worth $2200/year, so by not doing clearance slips you are effectively offering to give a $4000 pay cut. "

-- And that is without some of the "funny" stuff that happens during count!

What a lot of carriers do miss is if you have to change your scanner in and out of zip codes. 1 minute each time.

Do you have a reference for this? Our PM said no credit and thus we do not change our scanner zip code since our last mail count.

hockey94 et al -- "Of course your not supposed to load your vehicle in delivry order, but that is typical PO BS."

-- Sorry, "Skistmoritz" is correct. And it is not PS BS.

-- PO-603, Section 262.1 Loading Vehicle - General. Load all mail in the vehcile so that it is in sequence of delivery to ensure that no time is lost on the route searching for the proper bundles and parcels or containers.

-- If manglement is not happy with the PO-603, cite Section 362 of the M-38. The mail MUST be loaded in the vehicle in order of delivery. It is essential that carriers maintain the delivery sequence of mail in the vehicle. This permits ready identification and retrieval of mail to be delivered and contributes to an efficient delivery operation.

-- Here is the PS BS with apparent "ok" from the NRLCA: From the 2018 NRLCA Mail Count Guide, page 25-26 - Column 16 - Loading Time.

- In part: Loading time in excess of 15 minutes must be fully explained in the Comments Section of PS Form 4239. [ not a problem - I was using the USPS's scanner "loading" function. ] However, do not interpret the loading allowance to be a minium 15 minutes daily. The actual time shown for loading the vehicle MUST NOT INCLUDE time for arrainging parcels in delivery sequence; this is included in the time allowance for those items in Column 6 ( parcel ). ( In other words, carriers used that generous 20 seconds of parcel time in the office to some how arrange parcels in delivery sequence in the office, but not in the vehicle. )

It's a rare day that I can fit all of my packages and trays of mail into the buggy and make 1 trip to load. I'm usually loading my packages first, then go back inside, pull down and load the mail in my car. There's no way I could get away with 1 trip to load. Last mail count, the PM timed me for each trip I had to make to load my car. Hopefully, he will do that again this time.

WestCoastRural et al -- "Are we helping or hurting nickiegirl62 at this point. And we haven’t got to mark-ups yet. "

-- Probably just over whelming her with so much input!

-- I think she was just looking for a way to get out of count!

-- "magnolia72" is also probably getting much more than she was looking for.

-- In any case, hopefully everyone is learning something new or at least getting reminded of something since counts have not been coming around on a regular basis!

-- Your salary for the year will be depending on the effort you put into this count -- and not relying on the scanner and manglement's input.

I greatly appreciate all the information and help y'all have given me throughout the years. You have no idea how good it feels to actually feel like you have someone in your corner especially since I don't feel I have that in my own office. Thank You All!!

Do you have a reference for this? Our PM said no credit and thus we do not change our scanner zip code since our last mail count.

I suppose that is what you all agreed, they gave our one route credit for this 1 minute to change scanner zip when done she had to change it back for another minute equals 2 minutes.

We didn't agree to it. The PM said there was no additional allowance for the additional work. We said, if that is the case, we wouldn't do the additional work. She used the old "it's built in" line and we said BS. That's why I wondered if you had any reference to back-up our claim. Some PMs are reasonable. Others not so much.

Kind of like the safety talks. She would not give credit for the Saturday safety talks to the RCAs. We said, if that is the case, no safety talks to the RCAs unless they were being paid for to listen to the propaganda.

Twice in my career, I made the next Evaluation level by just one minute. That one minute was worth almost $2,000.00 over the year. Do everything legal you can do to get the best time you can get right up to a 46K...............sweet zone. Then do your level best to keep it there for at least 3 years to get your high 3. You can do this Nickiegirl62.

martian et al -- " "gerl2" post of - What a lot of carriers do miss is if you have to change your scanner in and out of zip codes. 1 minute each time." "

-- By not changing ZIP Codes, doesn't that result in a lot of missed scans? ( asked by someone who never had to change ZIP Codes )

-- Does not seem to be addressed in the 2018 NRLCA Mail Count Guide, but something that should be brought up in a Pre-Count meeting.

callofthewild et al -- "Twice in my career, I made the next Evaluation level by just one minute."

-- That is sweet! Basically doing the work of the lower classification and getting paid for the higher classification. Doesn't get much better than that!

Its so sad that so many PO's do not do the mail count exactly the same.
Of course your not supposed to load your vehicle in delivry order, but that is typical PO BS. I would hope everyday that is what you do, so that is the way we should be timed, within reason I guess. 1/2 hr, ha ha.
So, I was lied to all these years about, you could not load packages etc... in order !! Of course, I did it anyway, and as slow as I could get away with !!!!

martian et al -- "Kind of like the safety talks. She would not give credit for the Saturday safety talks to the RCAs. We said, if that is the case, no safety talks to the RCAs unless they were being paid for to listen to the propaganda."

-- That is addressed in the 2018 MCG! And unfortunately sides with manglement on page 27.

An additional time credit ( normally 5 minutes ) MUST be given to the route IF management elects to repeat a weekly safety talk for relief employees or a carrier who was not present. ( allows manglement not to repeat, but read on.. )

-- Another way to go at this would be to file a Form 1767. If something was important enough to hold a Safety Talk, then one could say those who were not present might be put at risk. Check with the office "Safety Ambassador" as well with the Assistant District Representative.

-- Also on page 27: Weekly safety talks MUST be conducted. The actual time required ( usually five minutes per week ) MUST be recorded in Column 17.

-- Didn't get a weekly Safety Talk? Request the " usual" 5 minutes or file a grievance instead of Form 1767.

hockey94 et al -- "Its so sad that so many PO's do not do the mail count exactly the same."

-- Heck, the post offices don't even do day to day operations the same, which are spell out in the various handbooks and manuals!!
