I’ve been keeping track on my own sheet. PM says

tub letter doesn’t count because that’s a flat
Nsn, cfs, utf none of that counts towards the review. Or small letter sized packages.. thoes are all counted as flats. I took out the packages but.. I still saved a separate sheet.

So he only Counted raw? Do I file?

A DPS review is a comparison between the % of all letter size mail and all DPS mail to the % that you had during count. During count you counted ALL RAW mail (that included letters in your flats unless your pm didn't separate and count them as letters but left them as counted flats, which I'm sure he did not do). Raw mail is all letters, even ones in parcels. It also includes any letter that you can not put in the box on your route that day. You are being paid to "street" your DPS, if it is not streetable it is counted as raw. Your at the box , customer is on hold, you throw it into a tub, when you get back you go through the tub, that's when it is handled as a raw piece.

Hourly! I'm tired of all the gyrations we have to go thru every count trying to salvage our paychecks. And, I don't believe rrecs is the answer either. Just a more complicated, non-verifiable system to squeeze every dime from the rural carriers.

Well this morning, my PM talked to me briefly about the Quantity Review. He said that it doesn’t mean what I think it means. He said an employee only asks for a Quantity Review when they believe they are getting LESS mail after a count. I asked him why would someone ask for a review if they were getting less mail after a count than during and he had no response. My review started this morning.

Can you please explain this to me? When I got back, I brought back all the upside downs, FWD's, UTF's, etc. and I sorted it all out on my case. I asked PM if he wanted to count and write down what I had brought back and he said no, that's not how a DPS Quantity Review works. Well, #5 states The count of letter mail volume during the formal review will be consistent with applicable rural mail count procedures, so do we get to count all of those or not?

magnolia72-----------The letter size mail you brought back from the street, with the exception of the inverted mail, IS raw mail. Regarding the inverted mail, you could have just delivered it and kept a running tally for the day , thus, getting deliverable mail delivered. Every 4 inverted pieces will ADD one DPS letter to the total. Now, if one or some of that inverted mail WAS mis-sequenced, mis-sorted, mis-sent, a hold or forward, UTF, etc. then THAT piece(s) would be raw. Example : mail piece was in order but inverted AND is a forward = RAW LETTER CREDIT. Inverted is not necessarily a nixie. So, when your PM says , " that's not how a quantity review works" ; you say back to him, "That's how it works today."

He's telling me that the only thing a Quantity Review does is keep track of the end of run count and the raw letters he gives me, that's it. I went back to the link that was posted on another page, and the instructions seem to be only for a Quality review, not quantity. He also says that I will only lose because even "if" this review shows that I am now receiving more mail than I did during count, it will not change anything but if I am getting less than the count, I will drop down even more. Am I shooting myself in the foot here?

I hate to say this about a PM, but he's trying to blow smoke up your LLV's tailpipe.
If he doesn't conduct the review properly, the only one who gains is you, after you win your grievance.

A quality review assesses whether they are maintaining a 98% quality DPS product to the carrier. A quantity review shows whether or not they are processing letters at the same rate they did during count. If you received 91% of your letters as DPS during a count they must maintain that % overall. If they drop by .01 % they will lose the review for failing to maintain standards. The step 4 on this is very clear - any reduction( down to the letter) is a failure on their behalf.

But I can't find the page with the exact instructions to give to the PM. I have gone on the NRLCA website and it only shows the same 9 pages I found here. It gives instructions for a quality review but nothing for a quantity review. Since PM loves playing dumb, I have to show something in print on what is counted. It's stressful doing someone else's job.

And I have no idea what the difference is in residual mail and sector segment. We never paid any attention to that before DPS.

You do not have to provide education or explain anything to your PM. It is their job to conduct the count. If they do it incorrectly..it's gonna suck for them. As their DM will explain to them at that time. Just keep your count numbers logged on the 4240 as a daily. That provides official documentation of disputed numbers. If they fail to ask why you are writing the numbers you came up with...oh well. That's for the grievance to figure out.

Magnolia The DPS quantity review is ALL about percentage and that's it. I personally do not agree with it because at count you could get 1000 DPS and have a total of 100 raw and that's 90% while the rest of the year you get 2000 DPS and have 200 raw which is still 90%. We can deliver WAY more mail than which we are being compensated ( bogus standards aside ) and they could still maintain their percentage. But, that's how it is. If they fall short ANY PART of a percentage than was established at the latest count then your DPS will revert to sector segment or raw as appropriate. And NO, you are not shooting yourself in the foot. If you do not prevail in the review, then nothing changes. You have NOTHING to lose and everything to gain and you can stay in review the rest of your natural life if you choose. Sounds like either you PM is lying and /or does not know himself and/or is just quoting what he was told by his superior.

I so badly want to be the fly on the wall when this grievance is returned to DM for implementation.:ROFLMAO:

Don't panic Magnolia. Your letters are now either DPS or RAW. DEERSMEARER beat me to it but he /she is correct. You stand your ground and if your PM continues to refuse to count your nixies from DPS, well, so much for having to do a second one WHEN you win this one because they ALREADY have done it wrong and that will be cited in your grievance and your DPS from count will go to sector segment retroactive from the day you requested your review.

Did you find your weekly DPS average from this count? Did you go to the calculators to put it in the appropriate category for review reversion? If you are only a 40 k now, that's going to kick you up at least a few hours. That is your reason to fight and file. If you can log onto the nrlca website, there was a pretty good steward link article on this topic about the time of the step 4 zero % deviation award. But, I still wouldn't explain anything to your PM. Let them learn to read or phone a friend for instructions.

I'm looking over my route evaluation worksheet from mail count and I'm not sure which block it's listed in.

Never mind, I was looking for % (this mess has me so stressed out).
