-- Yes, it is bovine effluvium!!
-- Remember, RRECS was created, supposedly, so that rural carriers would be paid for EVERYTHING they do during the work day ( wink, wink ).
-- Whenever manglement says something like that, politely ask for a hard copy of their reference and for which postal manual it came from. ( don't expect to see anything in print )
-- Bottom Line: Working off the clock hinders the craft's ability to bargain for additional time and or compensation. ( rural carriers should have some interest in compensation! )
-- The NRLCA National Bored put out a 2-page article "Working Off The Clock" back around the time of the Wells disaster ( 2002 time frame ). Mentioned in that article:
- Therefore, the National Bored is serious about ridding the rural craft of this serious problem ( working off the clock ).
- A policy statement was sent to the field by the Postal Service in July 2002 that included: "Managers not allow rural carriers to "work off the clock". Ask manglement to check their files for it. ( there should be something on the Rural Bulletin Board regarding "working off the clock"). What!! No Rural Bulletin board in the office, that is an easy win grievance! )
- It is going to be up to ALL of us to ensure that violations of this policy be challenged to ensure that rural carriers not be allowed to work off the clock.
- the local steward should approach the carrier who is working off the clock and make the carrier aware that what he / she is doing is improper. If no local steward, any craft member can approach the offending carrier and explain all time should be recorded on the 4240. Or contact the Assistant District Representative ( ADR ), explain the situation. The ADR can speak with the offending carrier as well as local manglement. ( If working off the clock continues, the ADR may have to speak with someone at the District level. )
- The ending sentence: Your National Bored is committed to use whatever mean mane necessary to accomplish this mission.
-- Maybe some brave soul at the National Convention can supply the Nation Bored members with some lip balm as it certainly appears after 25+ years, lip service is all that has been done to combat working off the clock. ( JMHO )
-- Should manglement ( dare ) ask for your references, try these:
- PO-603's Section 152.71 Exact Time - Record daily on PS Form 4240 in hours and minutes the exact time of reporting, leaving, returning to the office, and completion of duties.
- Step 4 ( W-7 ), in part: It is imperative that managers not allow rural carriers to work "off the clock"..
- Step 4 ( R-18 ), in part: Carriers should not be permitted or otherwise encouraged to work "off the clock". All carrier time worked must be recorded on the PS Form 4240.
- Steward Link of June 2011 -- Working off the clock: It must stop! Stewards at all levels: We need your help.
-- If anyone has the May 2018 edition of the National Magazine, it's Question Box section addressed Working Off the Clock. ( might still be available inside the NRLCA web site )
-- Lastly ( finally! ) you could politely remind manglement that when they sign off on the 4240, they are acknowledging that all the entries are correct. If someone is working off the clock and not signing in properly, then manglement if FALSIFYING a postal document. ( Seems that should be a firing offense )
-- Just another thought: if manglement is allowing clerks to work off the clock, that shows District that there isn't really a need to hire more clerks!
