So, in my office we have a carrier that stood up as 204b, her sub was ecstatic to sit on a route and try to become a 74-0.
However, union came in and told management according to Art 25 the regular carrier can only 204b for 30 days, then has to return to route for a week, or be changed to "higher" level pay. She, the regular carrier, is willing to take leave so she does not mess up sub, but union said she has to take a whole work week off of 204b and actually run her route for a week, or time off does not count.
Basically two questions.
1 how long does the 204b have to return to her route, and can she just take leave?
2 why is the union screwing over the sub like this?
