Section 225.61 Distribution Without Individual Names and Addresses. Normally, you deliver one piece for each box ( or one for each family ). At your option, you may handle this type of mail as a separate bundle or case it with other mail.

Bonus Material: Page 8 of the Mail Count Guide. Mail must not be delivered early. ( even in bold print! ) In part: Offices should make every effort to adhere to mailer-requested in-home delivery dates. Do not deliver such mail earlier than the date the mailer has requested.
-- If that is really adhered to, why am I looked at a flyer which has in the upper right hand corner "Postmaster Please Deliver Feb. 27 - Mar.1, 2018" and it is the 26th?

No opinion... it's a fact. Addressed is always a letter or flat. No address is always a boxholder. We just have a bad habit of calling "full-coverage mailings" as "boxholder" since most everyone gets one. The excess from vacancies are markups as OUBBM (or UBBM if you only use the one). True boxholders are excess markups as EXCESS Boxholders.

Also, if you get the occasional cover sheet for the advo mixed in that doesn't have the address printed on it like the rest in the bundle that is also an IA UBBM flat.
If they go by the last advo number without cutting open the bundles keep an eye out for those extra "blank" ones when delivering.
If you get your last address as the first one in the next routes bundle, their advo go in your count just like a mis-throw.
