September mail count

What are the actual dates of the 2019 September mail count? There seems to be confusion in my office I thought they were the last 12days of September. But I am being told it goes by pay period which means it would start today.

Guin et al -- "What are the actual dates of the 2019 September mail count? "

-- 17 through 30 September.

"But I am being told it goes by pay period which means it would start today. "

-- Who provided that incorrect information?

-- Special Counts and USPS mandated National Mail Counts are conducted over the last 12 WORKING DAYS of the month of September.

-- Have that person check Article 9.2. of the contract.

-- The effective date of the count results will start on the first day of a new pay period. For this count, the effective date will be Saturday, 12 OCT 2019 -- which is also the start of the new Guarantee Year.

Does not go by pay period.

Per contract, it is the last 12 working days of September.

It starts this Tuesday 09/17/2019 at our office. Odd isn't it? You think it would follow pay period. Amazon already gone down to 1 pallet and FEDEX skipping days this past week. UPS drop also light this week. You can tell there getting ready to skew the count. Management can outright get by with diverting parcels to indirectly cut a carriers pay.

September count has been like this for years. The Spring Contract counts start on a Pay Period start... when we have them.

Thank you, stuporvisor claims she got it in an email and started counting stuff. Oh well she wasted about 10mins of her time and I got a chuckle out of it.

Hmmm?....This retired guy has some parcels to send out....No rush...Think I'll wait til the middle of next week and put in for a parcel pick up. One a day until I'm done.... What a coincidence, They each weigh 2lbs 1 ounce...
Just my payback for a filthy scum hired gun district sent down a bunch of years ago. She even had the pm scared...The one and only female on this earth I called a female dog..

Love the parcels, would be add to the levity if they were mailed to local rural routes, then returned to sender for various reasons like refused, doesn't live here, etc

magnolia72 et al -- "I am seriously sick to my stomach over this count. Never in my life have I worked for a company who is constantly working hard to take from me while I'm working hard to make them look good. It's also the first job I've ever had that I actually made less the longer I worked for them. "

-- Take some TUMS and study the 2018 Mail Count Guide.

-- And have a copy at the case along with the PO-603, etc for documentation "disputes".

-- Ask to see the "counters" credentials ( count training, former PM, clerk, rural carrier, etc )

-- With the ( slight ) possibility of being the last count conducted under the old "standards", fight for EVERY SECOND.

-- Use your own watch or cell phone for "timed" events. Compare times with the counter. Point out ( large and consistent ) descrepancies to the PM and office steward or ADR. Document, Document, and yes, Document.

-- "Loading Time" and the max of 15 minutes will no doubt be a big issue, especially for those using the "scanner load program".

-- Don't overload the parcel buggy / hamper / pumpkin. If you can't see over the parcels, you are a safety hazard to others on the work floor ( not that manglement cares. They will care about the time to make more trips. ). Of course, such items should have been addressed at the office Pre-Count meeting. IF manglement did not hold one -- too bad. They can not change operational methods. Greive if they do.

-- As "C$$" has shown with the postings that time "standards" are decreasing. The automatic 20 minutes for Stamp Stock - gone. 30 minutes for a government provided vehicle -- gone. Credit for curb-side mail boxes and cluster box compartments -- reduced. Supposedly first class letter mail volume is down. Magazines abandoning the printed copy in favor of "e-mags". And so on.

-- The USPS wanted to get back "into the parcel" business, well, Amazon has certainly done its part to make that happen.

-- Others have posted of getting bulk junk the in the DPS as if the plants were being cleaned out in prep for count. And expect DPS to be in pristine condition. All the better so a couple of weeks or so after count, that is usually a great time to request a Formal DPS Review - to use manglement's numbers and quality against them. ( all's fair in love and war -- and messing with rural carriers during count )

-- Good luck and don't get an ulcer over this!

I have been going over the mail count guide and through the suggestions on here, it still feel overwhelming. As for a DPS Review, I will be on vacation as of 10/4-14 and that will blow that idea out of the water. Thank you for all you do. I really appreciate all the help and suggestions that I have received on this board.

An ulcer isn't what I'm concerned about, it's weight gain! I have been stress eating all day today. My plan is to get through mail count without too many scars and proceed to go on with my life.

Funny thought came to me today. I'm not sure how other "large" companies do it, but is it normal for a company to offer counseling services like the PO does through EAP? That to me speaks volumes about a company and not in a good way. Instead of providing it's employees with a competent work environment and pay said employees for the work they actually do, they heap on mountains of stress and uncertainty to each working day. It's disgusting how they can take a somewhat perfectly good job that we enjoy doing and turn it into a hell hole of torment, but they offer counseling!! LOL

Not just us, sweetheart.

Every federal employee has this "perk". It covers a lot...grief counseling, dealing with wayward children, depression, etc and so on.
If you think you need it, use it.

And yes, private entities as well.

Thanks! I guess I need to get out more. As for talking to anyone at EAP, I have no trust in their system. If they are "working" for the post office, anything I could say would be used against me. I don't believe it's as confidential as they try to lead us to believe.

Well i can already tell they are preparing for it. Today they cleaned out the plants of all the flats. Im an aux route and today i got just as many flats if not more than our largest route. I seen less flats this past labor day!
sat. was the most flats i had seen in 3 years, disgusting:( not surprising, just disgusting...

It’s not just federal employers..... I just recently worked at a factory, and they had it too. A friend works with a local food distribution warehouse, and they also have it......
I think it’s becoming a norm with employers.

magnolia72 -- another count suggestion:

-- If there is mail at the case when you arrive, without a sheet of paper or a post-it on it, DON'T TOUCH IT until a counter does actually count whatever the mail is and puts a sheet of paper or post-it with the contents and the number of pieces on / in it.

-- Keep those pieces of paper ( take them with you on the route as they are the only proof of the number of pieces of mail ) to check off the numbers listed on the Form 4239 -- Item Description. If you come up with numbered piece of paper, but no corresponding number on the 4239, bring it to the attention of the counter first. And if need be, the PM.

-- Once count is over, you should have up to 3 days to go over the forms and numbers. We used to have a pizza party at a carrier's home and compare each others numbers. A different set of eyes may catch something you overlooked. In the case of a national count with every route being counted, counters only had 4 or 5 routes to deal with. Sometimes we'd find different counters gave different credit for the same thing. Bring that to manglement's attention.

-- Supposed to have a Safety Stand-Up each week with a NRLCA-suggested 5 minute length. If manglement does not hold two safety stand-ups during the Special Count ask for the 5 minutes anyways. ( probably will say "NO!", but 5 minutes is 5 minutes) If there is a Stand-Up, it should be repeated for those not in attendance that day. The NRLCA gives manglement a pass if a second stand-up is not held. ( figures! )

-- Request to actually see the End Of Run reports ( EOR ).

-- Use the 3821 daily ( 2 minutes ). Nothing but a postage due? Put it on the 3821. Anything to get credit for it.

-- Try to keep the relationship between you and the counter on a professional level. Coffee or a breakfast bisquet can go a long way. Dealing with a happy counter is a lot easier than with a disgruntled one.

-- Check the Edit Book and Pink Cards ( still have / use them? ) each week as a timed event.

-- Don't leave the office until every discrepancy has been settled. Once you are out the door -- game over.
