Given what he's posted, he would be a decent candidate for whats called an EOD in my state. Emergency Order of Detention. A person that presents a "danger to himself or others", can be held for a 72 hour evaluation at a mental facility. Also, the paperwork can be forwarded to the DA's office. In the event the person is not determined to warrant mental treatment, the DA can decide whether or not a criminal offense has occurred.
Typically, the DA is never satisfied enough with threats to file charges without some outward act, or a proven ability to carry out the threat.

In our state a person who presents a likelihood of serious harm to self or others as the result of a mental disorder or alcohol or drug abuse may be involuntarily detained for evaluation and treatment at a mental health or alcohol/drug abuse facility recognized by the Department of Mental Health. A 96 hour hold require three affidavits to be completed. For example an officer of the law, social worker, family member, neighbor, mail carrier, etc. After I was made aware that the “threat assessment team” was looking into these guys, I went to my steward. I told her if there is some sort of threat, don’t I have the right to know what it is? She contacted DR and he said yes so we went to PM and asked what was the threat. She read from her computer 4 tweets that were written on Twitter from an email she received from threat assessment team. There may have been more, but that’s all she read. I felt instantly unsafe, but who in their right mind wouldn’t in this day and age. Of course the PM tried to assure me that I was fine to go out and service my route as usual. My steward and I asked for them to halt mail service, have management take them their mail, etc to no avail. I asked to speak to the threat assessment team and she called them. I asked several questions, did the postal inspectors go talk to them? no, but the
MPOO called to explain to them the tort claim process and she thinks they are “calming down” So I went home that Friday and began looking at social media threads on both Twitter and FB. I had to open a Twitter account to see the tweets. I was looking under Balloon Guyz in Twitter and then I noticed on one of their Tweets someone had commented. This TaLoN character had the same or similar profile picture of the dog. So I clicked on that and that’s when things got real. It gave me chills. Not only as I read about the dog rants but I was able to get a glimpse into the man prior to the dog incident. I knew before the weekend was out that I would never go back on my route of 10+ years if I had anything to do with it. Of course there was more on FB in business thread. I was able to see through normal search and with help I was able to retrieve posts from his personal FB Page through someone that happened to be on his friends that I knew. This person had went to grade school and highs high school with him and told me he had sent a friend request to her many years ago and she accepted it even though she always thought he was crazy, thinking maybe he had changed as she had not seen him in 30 years. She said she had to block his posts from her timeline because of the vulgar, bizarre things he said not too her but just outwardly daily things. She said she had never officially unfriended him because she didn’t want to piss him off. This was before I told her anything about my situation. Anyhow, the guy is clearly unhinged as far as I am concerned. I must have been one hell of a mail lady for the ten years I serviced his box because I never had one single time that he complained about anything. I had never even laid eyes on this dog. It was always indoors or on the gated porch, yapping. If the guy ever had a package he or his partner would come out and meet me to retrieve it. Even the day it got under my tire in LLV, I never saw as I was approaching the row of 3 mailboxes. I’m pretty sure it darted towards the right rear tire and misjudged how close it was to me?
