It has been used when an Rca with a great deal of current discipline in their file is bypassed by another Rca with no discipline. Other than that I've never heard of it being used.
I am curious if it’s ever been used for conflict of interest. Let’s say the senior sub is in a relationship with someone in the office with vacant route. I would hope they could passed up because of all the potential for problems plus there is already one recorded instance on file."Substantially Qualified" means the more senior Rca has so many things on his disciplinary record that the less senior Rca is awarded the route. Used very rarely, and only if there is a lot of serious discipline still in effect.
But still, it could be. All depends on the PM's disdain and hate for the next in line."Substantially Qualified" means the more senior Rca has so many things on his disciplinary record that the less senior Rca is awarded the route. They don't even get to interview potential RCAs now.But still, it could be. All depends on the PM's disdain and hate for the next in line.
