Substantially qualified

When an RCA gets to bid on a full time route the contract states that it goes to the senior sub unless there is someone else substantially more qualified. My question is, what makes one RCA substantially more qualified than another?

@Rt2mailman mentioned something about this in an older thread:

It has been used when an Rca with a great deal of current discipline in their file is bypassed by another Rca with no discipline. Other than that I've never heard of it being used.

In other words they can use the "better qualified" phrase to skip a problematic RCA. But not reward a super RCA, or at least I've never heard of it being done.

I'm living proof of the attempt. A PM can stack fictitious discipline and build a secret folder of all complaints and miss deliveries. And in the pets folder there is nothing, because nothing makes its way to the folder. And of course the PM can overlook miss delivered packages, hold mail, falsification of timekeeping. Because PMs love their pets.

Luckily, I'm on my DRs good side. I made a call expressing my concern, he made some calls, and here I am.. a Table2 regular ?

"Substantially Qualified" means the more senior Rca has so many things on his disciplinary record that the less senior Rca is awarded the route. Used very rarely, and only if there is a lot of serious discipline still in effect.
I am curious if it’s ever been used for conflict of interest. Let’s say the senior sub is in a relationship with someone in the office with vacant route. I would hope they could passed up because of all the potential for problems plus there is already one recorded instance on file.

This is disturbing.

The pet will win out.

Other PM's have told me no but like most things they say, I hardly believe it.

But still, it could be. All depends on the PM's disdain and hate for the next in line.

They don't even get to interview potential RCAs now.

I don't see how district or higher would let them play the pet card.

However, nothing surprises me anymore.
