There's not a scan for that.

If the mail came WITH tag(s) from the plant either in bundles and / or trays , the route is credited with said volume. It is ONLY the manual mail NOT processed by the plant that we will be counting during the mini count....

Admittedly I'm not well versed on the WebEoR stuff -- small office everything comes local sort except DPS.

But even if broken WSS bundles were tagged by the processing plant, how would the route get credit? Not DPS, Not WSS, they are "Random (Raw) Letters." And random letters ONLY count during the minimail count (aka mail survey) two week window, right?

This could be a potential double whammy:
1) CBU heavy route.
2) Extremely light mail day.
3) a WSS mailer but broken out of order bundles => counts as raw.

The route *should* get credit for every box. but the WSS counts as raw, and raw mail does NOT count towards the box coverage factor for CBUs.

So, I think, if you really want to get the proper credits for it:
1) WSS scan.
2) Put in order during loading time.

That is almost certainly not how the system was intended to be used... But hey, if that's what it takes to get proper credit *shrug*

The credit for WSS letters is almost the same as if changed to “substandard DPS” of which you’d have to case (.0365 vs .0364). There really is no answer unless during a mail count & even then it‘d need clarification.

Or reference something else?
 
Our office was told to NEVER hit boxholder at all UNLESS every single box on route gets one, however a fellow carrier whom works in a nearby office was told different and scans ANYTHING with WSS/WSH on it...
According to the Domestic Mail Manual (DMM) Chapter E630.4.1.b. Meet the density requirement of at least 90% or more of the active residential addresses or 75% or more of the total number of active possible delivery addresses on each carrier route receiving this mail. [emphasis mine]

I believe the "90%" to be a residential only mailing. The "75%" is for a mailing to all residents and businesses.

Edited to add: This is for addressed walk sequence mail - not boxholders.

yes, I am aware and thank you - BUT have to do what our office is told...as with so many other issues with the RRECS scans ALL offices are being told different guidelines.
 
We get the advo's from the plant usually on Monday. Told to scan Flatswss. Get another boxholder from the plant am told not allowed to scan as boxholder or anything as it has been counted already. The one thread is right...they are coming for your time. They better get this put together and hopefully sooner rather than later.

Advos in my office are dropped by the sender & on pallets. Definitely not counted.

Not a typo. Look up DPS & Substandard in the SRG in Union Website. What you see listed as “Case DPS Letters” in the RRECS guide pertains to 2nd Run DPS where you would have 2 runs so the lesser run would be cased. Since it’s in order, it gets lesser credit than “random”.
The question will be as to whether “Substandard“ will be increased to “Random” credit 🤔

Ah, okay, thanks for the info. Also in the PO603 section 541.41

I've only ever used the 0.0365 number for 2nd runs of DPS, didn't realize it was the same for "substandard."

They're going to need to take a red pen to 603 for all the RRECS stuff...
 
I don't believe this is a timed event. In the RRECS Q&A, the answer to question 289 is given thusly:

There is no "credit" for PM casing. The PMCASING entry on the MDD STOPS the clock on your End of Shift Time. Casing time, whether completed in the AM or PM is included in the time allowance for each type of mail and based on the number of pieces received each day. It has nothing to do with actual time spent casing.

There doesn't seem to be any actual time credited within RRECS when "PM casing."
Agreed PMCASING should be changed to WORKINGOFFTHECLOCK Scan, because that's all it amounts to!
 
CLOCKOUT is just that....................no longer on postal time. PMCASING only stops the clock on end of shift duties. Say you were going to PM case your walk sequence flat car ads for tomorrow. THAT is when you would hit PMCASING after you were done with all of your routine daily end of shift stuff like CFS /RTS , sort / disperse outgoing, markups, etc. Now, as an aside, I would wait until the NEXT day to enter the FLATSWSS that I cased the previous day so as to get credit for each box served. I don't trust that system to credit me with all boxes served AFTER I have hit RETURN2DU.

K - PMCASING - Use after completion of all other End-of-Shift duties before beginning to case mail for the next delivery day. May also be used if directed to perform additional trips after completion of all other End-of-Shift activities. (Record second trip as done today on Form 4240)

25. End of Shift Duties Like Loading Time, the time required for End of Shift Duties (EOS) is recorded daily on the MDD and the average weekly time over 52 weeks is included in the evaluation. The time begins when the carrier enters RETURN2DU on the MDD and ends when they enter PMCASING, indicating they are now switching to casing mail, or they enter CLOCKOUT for the day. Either event signals the end of the timing for EOS.

The End of Shift Activities recorded as actual time are:

1. Gather accepted and collected mail, empty mail trays, MDD, personal items, etc., and exit the vehicle.
2. Dispose of ordinary mail collected/accepted on route: a) affix stamps on unstamped mail when customer has left sufficient funds; b) face and deposit mail in designated location; c) case or dispose of undeliverable ordinary mail. (Ref. PO603, Sec. 4.21).
3. Dispose of carrier pickup items collected on route.
4. Dispose of special service mail collected/accepted on route: registered mail, certified mail, insured mail, special delivery mail, money orders, express mail, COD, and delivery confirmation mail. (See: PO603, Sec. 42.2, for a complete description of activities).
5. Clear and dispose of accountable items: registered, certified, and express mail; CODs; postage due; custom duties mail. Wait while items are cleared and complete paperwork. See: PO603, Sec. 43, for a complete description of activities).

7. Dispose of signed forms for numbered insured mail (PO603, Sec. 44).
8. Dispose of undelivered ordinary and insured parcels (PO603, Sec. 45).

Many times they missed to put a second trip in although I marked it on the 4240. How would I now prove they missed a second trip if I can't show them on the 4240? Glad I can retire tomorrow if I wanted to.
