Vacant Route or Semi-Vacant Route Question

Well, that’s good to know, or at least hope for. Thanks for your input, info and responses I really appreciate it from everyone that has responded. And I will post the outcome to this thread for anyone else that might be in a similar situation and looking for answers.

Any update on this?

Still waiting...grievance is at stage 3 I think. So the other carrier can bid on the position when it post and she has seniority although I’ve actually worked for the post office longer than she has, she was hired at this particular location in which, shortly after I transferred to this location. I would like to confirm this statement is true “RCAs with less than 1 year are not eligible to bid regardless of their Probationary status.”? Or tell me where I can read on it. Because someone told me that they “can” bid long as they’re not in probationary status?.

Check the contract for bidding procedures on vacant routes. That's where you'll find the 1 year requirement.

So...finally heard that the carrier that had the grievance to get her job back lost the grievance. Because she’s receiving disability (just holding this route up unnecessarily) so she was denied. Ok so now the issue is that the postmaster say He hasn’t received anything from the union about it and it’s been 2 weeks now. I’m afraid that if they wait too long the other carrier will get the position cuz her year of service will be up 12/24. I was wondering if there was anything I can do or the postmaster can do to get that information so that he can proceed with getting the route posted? Like maybe try to get ahold of the Union representative to see what the hold up is maybe?

If the carrier has been terminated, USPS must remove her from the employment roll. The union has nothing to do with this and the route cannot be posted until the carrier is removed. Your PM needs to contact the Rural Analyst in your district to determine the status of the carrier.

You have over a year of continuous service and transferred over before she was hired. If this is correct you have a higher seniority than her.

The other RCA started in December of last year. She just recently reached her 90 working days. I believe there were maybe 2 other rcas already working at this office when she got hired on 1 of them quit and there was a situation with the other one therefore making this particular Rca the only one brand new sub at this office. I helped out at this Office a lot for extra work. Which is how I then found out about the vacant Route that was going to be Posted soon due to letter of separation that had went to the reg and no grievance had been filed yet... And due to the fact of the only sub being so new..I had a good chance at getting the route if I could get transferred over quickly before the route went up. So between the 2 PMs and myself we made it happen. So now I get transferred over and the route still hasn’t gone up. I hope that clarifies the situation better so that I can get the best advice.

I had not looked at this thread until today. I will give the situation a bit of a different twist. How would you feel if you were that other RCA? You thought you had fell into a chance to get a full time position in a relatively short time. Now when you are getting close you find out two PMs and another RCA conspired to beat you out of the chance to go regular. I do not think the transfer will contribute to a harmonious working environment.
